Results • Review of international requirements • Review of national circumstances which support or are an obstacle to the implementation of a national registry • Different options available to build a national registry identified • Recommendations on the next steps • National capacity building

International background understanding The national registry: • requirement for the accurate accounting of the assignedamount of the Party • requirement for the monitoring, reporting and review of commitments under Art. 7 and 8 • eligibility requirement for Kyoto Protocol mechanisms (JI, CDM and IET)

  5. National background • Bulgarian climate change policy - UNFCCC, Kyoto Protocol, NCs, inventories, NAPCC • Bulgarian policy concerning Kyoto mechanisms - AIJ/JI, IET

  6. Policy options • Option I: The country does not participate in JI and International Emissions Trading • Option II: The country is involved in JI and IET but only the Government is allowed to trade • Option III: Participation of legal entities in JI and/or Emissions Trading

  7. Registry structure in Option I • Types of units - assigned amount units (AAUs) and removal units (RMUs) • Types of accounts- a holding account, a retirement account and acancellation account • Basic transactions- issuance, cancellation and retirement of AAUs and RMUs, carry-over of AAUs • Commitment period reserve (CPR) - holdings of AAUs and/or RMUs

Registry structure in Option II • Additional types of units - ERUs and CERs • Additional accounts- specifically created holding, retirement, and acancellation accounts to record ERUs and CERs • Additional transactions- issuance of ERUs, transfer and acquisition of AAUs, ERUs, (CERs) and RMUs • Commitment period reserve (CPR) - holdings of AAUs and/or RMUs, ERUs, CERs • Additional information - about Article 6 projects

Registry structure in Option III • No additional types of units • Additional accounts- entity holding accounts • Additional transactions- transfers, acquisitions and cancellations by the authorized legal entities • Additional information - up-to-date list of the legal entities, authorized to participate in IET
