  18. USBC legislative ChangesLeague Rules Amendment No. LR 2 - Accepted (518 approve, 271 reject)Rule 113b. ProceduresRule 113c. Special ContestsRequires games bowled in a playoff or special contest to count toward averages. All games bowled in USBC certified competition should count toward a bowler’s average. This is especially true for games bowled during a playoff or special contest when the bowler is trying to win the league or contest. Counting all games will also not add confusion as to what games may or may not count toward final averages.

  19. USBC legislative ChangesLeague Rules Amendment No. LR 3 - Accepted (601 approve, 182 reject)Rule 118b. How EstablishedAllows the league's board to adjust a player's average upward during the season with a two-thirds vote. Over the years, USBC has been asked by leagues to allow the board to adjust the bowler’s average upward during the season due to the bowler performing below his or her ability. Currently the only option is for the league to dismiss the player from the league following USBC Rule 115a. Once dismissed, the league could adjust the average upward and then vote to allow him/her to re-join the league using the adjusted average. By allowing the league to adjust the bowler’s average upward during the season, the league does not have to go through the formal removal process.

Position MatchesDefaults total pins plus handicap to be used to break ties for position matches for handicap leagues. Since scratch leagues by definition do not have a handicap, ties in standings would obviously be broken by scratch pinfall. However, the default for handicap leagues should be based on handicap total pins since the higher total handicap pins technically means they “bowled better” than the other team.

USBC legislative ChangesBylaws Amendment No. B 7 - Accepted (550 approve, 242 reject)Merged Local USBC BylawsArticle IV, Membership and DuesRemoves the provision that membership purchased in a summer league receives next season's membership. The March 15th date causes a loss of revenue at both the local and national levels. Individuals that only bowl “summer” and not “winter” are essentially only required to pay for membership every other season. A membership should last from August 1 through July 31, regardless of when it is purchased. A bowler competing in a summer bowling league potentially costs USBC the same as a bowler competing in a winter league.
