  1. Draft Amendments FY 2012/13 – 2016/17 Transportation Improvement Program (TIP)

  2. What is the Transportation Improvement Program? • Identifies how all federal and state transportation money is anticipated to be spent in Polk County. • The TPO is required by federal legislation to prepare and adopt a TIP annually.

  3. What’s in this Document? • Projects = highway, public transit, rail, aviation, bicycle, pedestrian, safety, and freight-related projects. • Projects come from the FDOT Five-Year Work Program (FY 2013-2017), including projects that were funded in the previous federal fiscal year (due to fiscal year overlap), and transportation projects in local government Capital Improvement Plans (CIP).

  4. Why Does the TIP Need to be Amended? • Projects must be listed in the TIP accurately in order to receive federal funding: • Correct project phasing • Funding (source, year, and amount) • Project description and limits • Must be consistent with the Long Range Transportation Plan (LRTP)

  5. Winter Haven Area Transit (WHAT) • Move unused Section 5307 funds from earlier fiscal years to current FY 2012 - $4,039,840 – FTA • $ 693,712 - DPTO • $ 639,172 - Local funds $5,372,724 – TOTAL • New Projects: • Capital Improvements - State Transit Service Development Program: • $ 237,919 – DPTO • $ 59,480 – Local funds • $ 297,399 – TOTAL • State of Good Repair – ADA Bus Stop and Shelters • $ 250,000 – FTA • $ 50,000 – Local Funds • $ 300,000 - TOTAL

  6. Lakeland Area Mass Transit District • New Projects • Capital Improvement - State Transit Service Development Program: • $ 125,000 – DPTO • $ 31,250 – Local funds • $ 156,250 – TOTAL • Funding Added to FY 2012/13: • $ 156,875 – DPTO • $ 156,875 – Local Funds • $ 313,750 - TOTAL

  7. RECOMMENDED ACTION TPO Staff is requesting the Committee recommend approval of the amendments to the FY 2012/13-2016/17 TIP as presented.

  8. Trends and Conditions Report • Produced annually by the TPO • Provides a look at current travel conditions in Polk County • Helps identify where certain improvements are needed to ease congestion and promote safety on roadways • Compares Polk County to neighboring counties and the state of Florida

  9. What is Evaluated? • Major Road Network • Vehicle crash data • Level of Service (LOS) • Vehicle Miles Traveled (VMT) • Non-motorized Transportation • Crashes involving bicyclists and pedestrians • Public Transportation • Ridership • Paratransit trips
