  3. Population and housing censuses are the oldest among the oldest statistical operations (about 6 millenniums) Dissemination of census results is the “happy end” of this very hard work. No full dissemination, no end of work! More data and information about quality, including geo-information, are being increasingly requested by census data users Globalization is an option imposed by itself and this means comparable data and metadata (IPUMS and EU Hipercubes are good examples) Introduction

Main strategy: Continuous increase in the amount of information released (from 20,6 million cells in 1981 to 648,3 estimated to 2011) Structuring the types of data and respective level of confidence (preliminary, provisional and final) Integration and harmonization of geo-information (from 36,795 in 1981 to an estimated 400,000 lowest level of digital cartography units for 2011) Anticipating the final results (from 39 months in 1981 to 19 months in 2001, after the census day; more or less the same elapsed time scheduled to 2011) Fitting the products for internet use and other new digital supports (self-tabulation, CD ROM, pdf publications, microdata samples mostly since 2001 and a large improvement scheduled for 2011) Census products since 1981

This Program was organized within 3 major purposes: Easier access to census information using mainly new technologies Increase the supply of dissemination products responding to the widest range of users Fast availability of information using the several phases which succeeded in the previous censuses: preliminary, provisional and final results This Program and the strategy proposed got the agreement of the Statistical Council where the most important stakeholders are represented. Counts of statistical units (building, housing unit, household and persons residents or present but not resident by sex) compared to the equivalent previous census results Geographical breakdown until statistical subsection Delivered within 4 months after the census day These counts are produced on the basis of fieldwork counts and controls Dissemination Program for 2011 Census – Preliminary Results

These results cover some of the main variables in each statistical unit (buildings by period of construction and number of dwellings, housing units by type and existence of infrastructure facilities, households by main type and size, population by sex, age group, marital status and level of education); Geographical breakdown until municipality and civil parishes with 1000 or more inhabitants; Delivered within 11 months after the census day Census results produced after the first steps of questionnaire scanning and validation of data entry. Final results are made of the following products: Publications Predefined tables Census 2011 Facts and Figures CensusStat CensusMap CensusMicro Scheduled to be available in the last quarter of 2012 Can be delivered until the level of statistical subsection if the data confidentiality constrains do not exist.   9. 8 usual publications with census results from which: One for the national level One for each NUTS II level (7) These publications will contain the most important predefined tables and data analysis on the evolution of the main indicators for every statistical unit; 2 specific publications on: Precedents, Methodology and Concepts which contains a description of the several steps used on the preparation and carrying out of census 2011 together with the methodology, concepts and classifications used for data processing and dissemination; Post Enumeration Survey which reports on the final data on coverage and content assessment Dissemination Program for 2011 Census Final Results - Publications

A set of 125 predefined tables with a crossing design very similar to those delivered by the most recent censuses (1981, 1991 and 2001) which cover the wide range of statistical units and respective variables with similar crossing design All these tables are broken down to the level of civil parish Dissemination by Web and DVD Dissemination Program for 2011 Census Final Results – Predefined tables

This product relies on the following features: Access to predefined tables including comparative to the previous censuses (1991-2011) Self-tabulation for a selection of variables Construction of graphs and maps Metadata repository for the various census data available Informative content about each census The lowest level for break down is civil parish This product continues a similar one of 2001 that had a strong success mostly among students and teachers Dissemination Program for 2011 Census Final Results – Census 2011 Facts and Figures

CensusStat is the main mode of self-tabulation and will follow the model of Statistics Portugal website allowing: Tailor-made construction of tables by crossing the variables; Interaction between figures, maps, graphs and metadata The lowest level for break down is civil parish Census Hub of Eurostat will also be inserted in this kind of census product although following its own specificities Dissemination Program for 2011 Census Final Results – CensusStat

CensusMap is a product consisting of 2 subproducts: BGRI 2011 that corresponds to digital cartography with the administrative boundaries as well as the limits of statistical sections and subsections; this cartography also supports the geo-codes for each building enumerated in 2011and every other data census GIS data released for 2011; Summary File 2011 that is made of 147 predefined variables/indicators broken down until statistical subsection; this product also allows comparison with previous census data since 1981 whenever the smallest geography area allows it Dissemination Program for 2011 Census Final Results – CensusMap

This product follows the model used in the IPUMS project for the 3 previous census data: A systematic 5% sample of records for each statistical unit and the respective microdata; Complies with legislation on anonimization; Mostly oriented to high level users, specialists and researchers Dissemination Program for 2011 Census Final Results – CensusMicro

  15. Reaching the largest range of users and stakeholders by: Easing the access Fitting the products Using the internet as the main way to satisfy user needs Incorporating more information in the form of GIS Dissemination Program for 2011 Census Main conclusions
