Introduction • December 2008 – setting up of a discussion forum in CIRCA. • 88 topics with a total of 234 individual postings since September 2009. • Need to transform these discussions into guidance for interpretation of ISCO-08. • Synthesis in Doc. ISCO/11/03 - Conclusions from the ISCO-08 forum. • Consultation October – November 2011. • Results of the consultation have been analysed.

  3. Three types of discussions • 1 - Issues that have been concluded by the ILO • Unless challenged at the workshop, the text as presented in Doc. ISCO/11/03 can be adopted as individual rulings. • 2 - Issues for which there are comments, but no conclusion by the ILO • Where there is no proposal that can be adopted as a ruling further discussion remains! • Cases where this workshop meeting cannot agree on a conclusion will be left for further discussion in the CIRCA discussion forum. • 3 - Issues for which no reactions are recorded in the forum • Same as type 2. • When clarified and adopted as rulings, these will be integrated in a database and linked to the ISCO-08 definitions as part of the definitions.

Proposed solution: 1213 (Policy and planning managers) – See minutes of the ISCO Workshop 27 November 2009, ruling “public service administrations professionals” to 1213. Only the Director General or the President of the institute would be in 1112 (Senior government officials).

  5. Laboratory manager Question (Australia) Where is the laboratory manager classified? ANZSCO defines this occupation: 139913 LABORATORY MANAGER • Plans, organises, directs, controls and coordinates the operations of a research or production laboratory. • Would this fit under ISCO-08 1223 Research and development manager or 1349 Professional services managers not elsewhere classified? Proposed solution: 1349 (Professional services managers not elsewhere classified)

  6. Social researcher Question (South Africa) Where is a social researcher, dealing with scientific studies of the society, classified? Social research is the scientific study of society. More specifically, social research examines a society’s attitudes, assumptions, beliefs, trends, stratifications and rules. The scope of social research can be small or large, ranging from the self or a single individual to spanning an entire race or country. Popular topics of social research include poverty, racism, class issues, sexuality, voting behaviour, gender constructs, policing and criminal behaviour. Social research determines the relationship between one or more variables. For example, sex and income level are variables . Proposed solution: 2632 (Sociologists, anthropologists and related professionals)

Theme park guides: - are responsible for the safe operation of rides, shows and attractions- assist guests with directions and information- respond to guest situations and speak to large groups- bend and lift in order to push down lap bars, lock down harness and check seat belts Proposed solution: 8189 (Stationary plant and machine operators not elsewhere classified)

  8. Therapist; Orientation for the blind Question (South Africa) Where is the therapist for the orientation of blind people classified? Proposed solution: 2269 (Health professionals not elsewhere classified)

  9. Diplomat foreign affairs official Question (South Africa) Can we classify the diplomat foreign affairs official and the member of diplomatic services under code 1112: Senior government officials? Proposed solution: 1112 (Senior government officials) for the highest ranking diplomats (such as ambassadors) and 2422 (Policy administration professionals) for lower levels.

Medical laboratory scientist Question (Australia) A question about the placement of the occupation Medical Laboratory Scientist in ISCO-08.ANZSCO defines this occupation: Unit Group 2346 MEDICAL LABORATORY SCIENTISTS MEDICAL LABORATORY SCIENTISTS conduct medical laboratory tests to assist in the diagnosis, treatment and prevention of disease. Proposed solution: 2131 (Biologists, botanists, zoologists and related professionals)

  11. Programmers Question (Spain) Applications programmers are classified in major group (MG) 2 and only in MG 2. We think that the profile of these occupations, according to the tasks described for code 2514 (basically writing and maintaining outlined code, revising and repairing it, conducting trials...) correspond to a vocational training based occupations. We think that the required skill level (SL) for fully competent performance is lower than 4, there is no requirement on "... complex problems solving,… and an extensive body of theoretical and factual knowledge“ (definition of SL4) for those tasks but the application of one or several programming languages and some knowledge of the ICT environment. Proposed solution: 2514 (Applications programmers)

Proposed solution: 1213 (Policy and planning managers)
