Are we able to use Design Build? • STATUTORY AUTHORITY – • California Community College Design Build • AB 1000, EC 81700 (September 18, 2002) • Pilot Program – • Enabling Legislation for Cal Community College Design Build • Project Value Threshold Minimum of $10 Million • SB 614(October 11, 2007) • Reducing Project Value Threshold to $2.5 Million • Extends Sunset Provision

Design-Bid-Build Design-Bid-Build • TIME – Long, Non-Concurrent Activities in Schedule (Scope, Design, Bid, Award) • QUALIFICATIONS - Low Bid Award Solely on Price – Any Responsive Bid Must be Selected • RISK - Owner responsible for Errors and Omissions in the Design • COOPERATION - Most Adversarial – Incentive to Identify Weaknesses by Contractor • ADMINISTRATION - High Administrative Burden – Change Order Requests and RFIs • OWNERS INVOLVEMENT – Required but not onerous

Design Build TIME – Many Concurrent Activities in Schedule and reduced overall duration QUALIFICATIONS – Best Value Selection based on Qualifications, Innovation, References and Price RISK - Design Builder responsible for Errors and Omissions/ Coordination (Party Most In Control) COOPERATION - Less Adversarial – Incentive Develop Quality Documents Early and Coordinate ADMINISTRATION - Low Administrative Burden – Change Order Requests and RFIs minimized OWNER INVOLVEMENT - Requires a greater commitment of owners time

LACCD Design Build Process • Step 1 – Team Prequalification • Qualifications Based creation of prequalified pools by project type • Step 2 – Project Specific Shortlisting • Relevant Pool invited to submit for specific projects and shortlisted by relevant experience, references and personnel • Step 3 – Request for Proposals • Design Competition amongst shortlisted teams for final award
