  1. American Samoa Cook Island Federated States of Micronesia Fiji French Polynesia Guam Kiribati Marshall Islands Republic of Nauru New Caledonia Niue Northern Mariana Island Palau Papua New Guinea Samoa ( Western Samoa) Solomon Islands East Timor Tonga Tuvalu Vanuatu Pacific Islands Network • Telecommunications Consultants India Limited (TCIL) has proposed a e-network for sharing India’s expertise in the field of Tele-Medicine and Tele-Education with the Small Pacific Island States.

  2. Proposed Network Solution • The area to be covered extends from East Timor to French Polynesia (East - West) and Northern Mariana Islands to French Polynesia (North – South) • Keeping in view the services to be delivered from India and the basic network requirements, it is proposed to have a combination of Optical Fiber Submarine Link and a Satellite based VSAT network in C-Band, similar to Pan African e-Network. • TCIL shall explore the possibility of selection of Submarine cable landing station as well as location of the Satellite Hub Earth Station in consultation with representatives of Pacific Island States.

Proposed Network Architecture • The proposed network shall have the following • University Center Setup at identified Institutions in India. • Super Specialty Hospital Setup at identified hospitals in India. • Data-Center at TCIL Bhawan, New Delhi. • Satellite Hub Earth Station at suitable Island State (Preferably the Island having IPLC landing station) • Learning Center at each State of Pacific Island for Tele-Education. • Patient End Location at each State of Pacific Island for Tele-Medicine and Continuing Medical Education (CME). • Services from existing network provider from suitable city in Far East can be used (Option) • Any other options shall be explored by all the stake holders before finalizing the Architecture.

  5. Essential Requirements for the network • Availability of Submarine cable link from India to any of the Small Pacific Island States. • Availability of Satellite (s) that provide good coverage of all the Island States • Availability of Space Segment in C-Band. • Logistics for transportation, warehousing etc. • Utilities viz. Commercial Power supply, Water, Land, Building, Security • Skilled Manpower for regular operations and maintenance.
