  3. Q: How does a charter school get paid? • A: Look to your charter agreement. • Most charter agreements are based on this formula: • Charter Rate * Charter School’s ADMw * Percentage

  4. Q: what is the charter rate? • A: Charter Rate is the amount of funds per ADMw that a charter school receives.

  5. Q: How is the charter rate calculated? • A: Charter rate is a district’s General Purpose Grant divided by the district’s current year ADMw • (ORS 338.155(2),(3))

Q: That’s nice…what’s the General Purpose grant? • A: The General Purpose Grant is the amount of funding the district where your charter school is located receives from both state and local sources. • State Sources include the State School Fund • Local Sources include Property Taxes, Common School Fund, etc.

  7. Q: What is ADMw? • A: ADMw is Average Daily Membership weighted

  8. AND ADM is…? • A: Average Daily Membership is how students are calculated for funding purposes. 1 ADM = 1 student attending 1 school for an entire school year.

Q: What about the weights? • A: The weights portion of ADMw are additional ADM generated by specific student and district characteristics. • The characteristics recognize that some students require additional resources to receive the same level of education. • Oregon’s funding formula is focused on equality and equality means that one weight equals every other weight in the rest of the state

Q: What are the weights? • A: The weights that apply to charter schools are: • ADMr = Average Daily Membership (resident) • ESL = 0.5 additional weight for qualifying program • Poverty = 0.25 additional weight based on poverty rate for district • Remote Small Elementary Correction only if the charter school qualifies • Small High School Correction only if the charter school qualifies • Pregnant and Parenting = 1.0 additional weight for qualifying program

  11. Q: What about other weights? • A: Some weights remain at the district level: • Special Education Weights. ORS 338.165 covers charter school special education funding. • Union High School weights. • Foster student weight. • Students in Neglected or Delinquent Programs.

  12. Q: What is the charter rate again? • A: The charter rate is General Purpose Grant divided by district’s current year ADMw. • General Purpose Grant:

  13. Q: What is the charter rate again? • A: The charter rate is General Purpose Grant divided by district’s current year ADMw Under the current estimates, the charter rate is the sum of the district and charter schools’ ADMw for the current year Current Year ADMw for Salem-Keizer = 48,678.64

  14. Q: What is the charter rate again? • Charter Rate for Salem-Keizer = 317,370,269 ÷ 48,678.64 or $6,520

  15. Q: What is the Charter school’s admw? • A: This is found on the estimate

Q: What about the percentage? • A: The percentage is based on either statute or charter agreement. • The statutory minimums for charter school funding are: • 80% of charter school rate * Charter School ADMw for K-8 charter schools • 95% of charter school rate * Charter School ADMw for 9-12 charter schools

  17. Q: What is the charter funding calculation? • A: Charter Rate * Charter School ADMw * Percentage • For Optimum Learning Environment Charter, assuming 80% charter rate: • $6,520*137.06*80% = $714,904.96

  18. Q: Is the charter Rate static? • A: No.

Okay…And what does that mean? • A: Charter rate is based on estimated data that is changed throughout the school year • First estimates for upcoming school year are issued before first Monday in March. • Estimates continue to be updated until July when State School Fund payments start • Estimates then updated in January when second period ADM data used • Estimates then updated almost monthly until final payment in May.

Q: So is that the end of the estimates • A: No. Once annual ADM data is available and actual financials are in from charter schools and districts the State School Fund is reconciled. • The reconciliation means estimates are created using actual data. The Department the reviews what was actually paid to districts with what should have been paid to districts. Any differences are reconciled at that point.

  21. Q: What does that mean for my charter school? • A: If your charter agreement contains reconciliation language, then the district will use the actual data and compare to the estimated data in a similar way. The last estimate may be used as part of the reconciliation.
