INT-001-WECC-CRT-2 Wrongful Denial and Loss Communication Procedures Regional Criterion • Purpose: To manage Arranged Interchange evaluation errors and to provide flexibility in how losses may be communicated when the losses are not explicitly addressed in NERC Reliability Standards or NAESB Business Practice Standards, but are considered necessary for transactions sinking within the Western Interconnection. • Current Status: In effect

INT-003-WECC-CRT-1 Interchange Prescheduling Calendar • Purpose: To establish criteria for the submittal and processing of preschedule e-tags in accordance with the WECC Prescheduling Calendar. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0076. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

INT-004-WECC-CRT-1 Tag Curtailments/Reload Responsibilities For Transmission Emergencies • Purpose: To define the requirements and responsibilities of reliability entities managing interchange transactions by curtailing and reloading e-tags in the event of transmission path emergency outages, curtailments or overloads. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0077. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

  6. INT-005-WECC-CRT-1 Real-Time Interchange Schedule Manual Emergency Curtailment Procedures • Purpose: The e-tag system is the primary means of notification of emergency curtailments. This Criterion reflects procedures effective in the event that the e-tag system is not available. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0086. Drafting Team begin working on this when the WECC-0087 work is complete.

  7. INT-007-WECC-CRT-1 Processing Of Emergency Requests For Interchange • Purpose: To define the processing of Emergency Requests for Interchange (RFI). • Current Status: Revision went into effect September 2011.

INT-007-WECC-CRT-1 Processing Of Emergency Requests For Interchange • R1: Each Balancing Authority, Transmission Service Provider, and Purchasing-Selling Entity shall approve an Emergency RFI when each of the following conditions is met for a specific transaction. • The RFI author has designated the RFI transaction type as an Emergency RFI. • The content of the Emergency RFI is correct and meets all NERC, NAESB, and WECC requirements. • The Sink Balancing Authority has approved the RFI. • The duration of the RFI is two hours or less.

INT-007-WECC-CRT-1 Processing Of Emergency Requests For Interchange • R2: Each Sink Balancing Authority shall verify that the Emergency condition exists based on any of the following actual or anticipated conditions: • Loss of generation, including potential violation of license requirements, regulations, or statutes that apply under normal operating conditions • Loss of transmission • Loss of resource due to transmission constraint • Inadequate reserves

  10. INT-008-WECC-CRT-1 Dynamic Schedule e-Tagging Requirements • Purpose: Defines tagging requirements for Dynamic Schedules. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0087. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

INT-009-WECC-CRT-1 Capacity Tag Functionality • Purpose: To define the functionality of a Transaction Type Capacity tag, utilize e-tags as a placeholder for reserve transactions, improve efficiencies in the current e-tagging environment, and increase usage of e-tags as the primary method of notification. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0078. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

  12. INT-010-WECC-CRT-1 Reliability Curtailments • Purpose: To define how reliability curtailment requests are handled within the Western Interconnection. This however, does not preclude or lessen the importance of direct communication and coordination between affected parties. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0077. Current draft actually combines items from INT-004-WECC-CRT-1 and INT-010-WECC-CRT-1. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

INT-011-WECC-CRT-1 Ten Minute Recallable e-Tag Functionality For Reserves • Purpose: To utilize the e-tag tool as a means to identify 10 Minute Recallable Energy for Reserve products to all associated entities of the transaction and defines the use of 10 Minute Recallable Energy for Reserves as both an energy product and a reserve product. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0079. Document was forwarded to WECC Standards Committee to request a 30 day posting period.

INT-014-WECC-CRT-1 Identification of Contingency Reserve Responsibilities in the e-Tag • Purpose: Identify in the e-Tag the Reliability Entity responsible for carrying contingency reserves and the obligation amount so that all parties to the e-Tag have a mutual understanding of contingency reserve responsibilities and obligations for every interchange transaction. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0080. Currently posted for a 45 day comment period that ends 6/9/2012. This will actually be submitted for retirement once NERC Standard BAL-002-WECC is implemented.

  15. INT-015-WECC-CRT-1 WECC Interchange Tool e-Tag Validation Prior to Distribution of a Request for Interchange Approval • Purpose: To ensure that the WECC Interchange Tool (WIT) e-Tag validations prior to distribution are based upon accurate information in the WECC registry and that Transmission Service Providers (TSP) and Balancing Authorities (BA) maintain accurate information in the WECC registry. • Current Status: In process of a rewrite. Drafting team working on rewrite. May become a technical document rather than a Criteria.

INT-016-WECC-CRT-1Require Electronic Submittal of Request for Interchange to the WECC Interchange Tool (WIT) • Purpose: Require that electronic Requests for Interchange be submitted to the WECC Interchange Tool (WIT). • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0082. Document combines INT-016-WECC-CRT-1 and INT-017-WECC-CRT-1. Revised Criteria is currently out for Ballot. Ballot ends 5/18/2012.

  17. INT-017-WECC-CRT-1Requirement to e-Tag Every Transaction that Impacts Net Scheduled Interchange with CorrectValues • Purpose: Ensure the WECC Interchange Tool contains correct Net Scheduled Interchange data after-the-fact to support FERC, NERC, and WECC reporting, and market monitoring. • Current Status: In process of a rewrite. This has been assigned to drafting team WECC-0082.Drafts out for comment combine INT-016-WECC-CRT-1 and INT-017-WECC-CRT-1. Revised Criteria is currently out for Ballot. Ballot ends 5/18/2012.

  18. INT-018-WECC-CRT-1 E-Tag Energy Product Codes Specific to the WECC • Purpose: Identify and define energy product codes for use in the WECC. These codes will include the NERC codes as well as codes specific to the WECC. • Current Status: This is a MIC approved Criterion, not an OC Criterion. MIC has assigned the MIS workgroup to look at this criteria to see if changes are needed. A taskforce has been created to address this work.   19. INT-020-WECC-CRT-1 Western Interchange Authority Back-Up (WIAB) Criterion • Purpose: The purpose of this Criterion is to establish a coordinated back-stop scheduling process that protects the reliability of the grid during an Interchange Authority Emergency. • Current Status: Was approved by the Board of Directors on 6-11-2010 and currently in effect.

  20. INT-021-WECC-CRT-1 Western Interchange Tool (WIT) Checkout Confirmation Criterion • Purpose: To provide WECC Balancing Authorities with an auditable means of confirming Net Scheduled Interchange (NSI) and Net Actual Interchange (NAI). The WECC Interchange Tool (WIT) or successor electronic confirmation tool will serve as the primary means for confirmation and will be treated as the final record of NSI and NAI under normal operating conditions. • Current Status: In effect.
