  2. Why open access (OA)? • Goal: to optimise the impact of publicly-fundedresearch and innovation • How? Open access to publications and research data resultingfrom EU-fundedresearch • Expected impacts of open access: • Better science (build on previousresults) • More efficient science (avoid duplication & promotere-use) • Economicgrowth (accelerated and open innovation) • Improvedtransparency (involvingcitizens & society) Scientific Information package (Communication & Recommendation to MS), July 2012

Open access to publications:from FP7 to Horizon 2020 • Open access Pilot in FP7 • 'Best effort' to provide OA • 7 areas • Peer-reviewed publications • Allowed embargos: 6/12 months • Green and Gold OA supported • Open access mandate in H2020 • Obligationto provide OA to publications • All areas • Peer-reviewed publications • Allowed embargos: 6/12 months • Green and Gold OA supported • Beneficiaries must aim to deposit the research data needed to validate the results presented in publications ('underlying'/'linked' data)

  5. Data management in Horizon 2020 • Introduction of Data Management Plans (DMPs): proposals will contain a brief DMP: • What data will be collected / generated? • What data will be shared / made open? • How metadata will be generated? • How will data be curated and preserved? • Etc.

  6. Open Research Data Pilot • Idea of a pilot on open research data announced in the Commission proposal for Horizon 2020 • Principles in the Rules for Participation (July 2013): • Grant agreement may lay down the terms and conditions on open access to data, in particular in ERC, FET, and in other appropriate areas • Need to take into consideration legitimate interests of participants / constraints pertaining to data protection rules, security rules or intellectual property rights • Work in progress!

  7. Open Research Data Pilot • Projectsparticipating in the Pilot make research data (and corresponding metadata) available on a voluntary basis, as specified in their data management plans • Projectsparticipating in the Pilot make the data (and corresponding metadata) needed to validate results in publications openly available(underlying / linked data) • Objective:raise awareness about the value of research data, observe in a large cross-section of the Programme

Open Research Data Pilot • Two-step requirement: 1. depositin a data respository 2. best-effort requirement to open up data • Strongopt-out clause: "opt-out of openness" if need: - for confidentiality for commercial reasons - to protect data for privacyreasons - to restrict data for securityreasons • Incentives: - costs related to pilot are eligible for reimbursement - dedicated support services through eInfrastructures WP • Scope :currently in preparation

Infrastructure support: OpenAIRE • Started as an infrastructure for the EC FP7 Open Access Pilot (covering 20% of FP7 funding) • Harvests information of the whole FP7 publication output and generates relevant statistics (currently: 41000+ publications; 16000+ OA publications) • Helpdesk & contact points in the EU Member States • Repository for 'homeless' publications (Orphan repository) • Is prepared to provide same support for H2020 including the Open Data Pilot (+ automatic data exchange with EC) • Expected to become legal entity www.openaire.eu

In summary • Open access and Digital science: means improving efficiency, quality and impact of publicly-funded research for society and innovation in Europe. • Open access to publications: a general principle in H2020. Both Green and Gold open access models are promoted. Depositing underlying data is encouraged. • Open access to data : a pilot in H2020 will analyse experiences. • Open access policy is not a goal in itself, but an element in promoting digital science practices for future research, education and innovation
