  2. INFCIRC/XXX Requirement for SSAC • Safeguards Agreement (INFCIRC/153) calls for (Art. 7) “....... State shall establish and maintain a system of accounting for and control of all nuclear material subject to safeguards under the Agreement ......”, the basic elements of which are set forth in Article 32 of that Agreement.

  3. SSAC Term “SSAC” has traditionally been used to denote: • The State authority, office or persons designated as the formal technical interface for safeguards implementation with the Agency and facility operators;and • The system of nuclear material accountancy procedures laid down by the State authority and implemented by “facility” operators.

  4. State and Facility Levels of SSAC • Functions of an SSAC can be divided in another way. Functions are carried out at two levels: • the State level, implemented by the State authority (SA); • the facility level, implemented facility operators.

  5. Organizational and Functional Elements • Authority and responsibility • Laws, regulations and other measures • SSAC information system • Establishment of requirements of nuclear material accounting and control (NMAC) • Establishment of requirements for preparation of additional protocol declarations • Ensuring compliance ~ inspections • Technical support (including training)

  6. Practical Exercises Instructions • The worksheets of the exercises consist of several sets of specific questions and/or instructions related to the establishment and maintenance of the SSAC in the model country “Neptune”. • WS ~ group/team work. • Each group is to appoint • a chairperson, to keep the discussion under control the group's work, and • a spokesperson, or several spokespeople to provide solutions of the given tasks.

  7. The Model Country Neptune’s nuclear activities are as follows: • Neptune in 2000 ~ (modified SQP in force, LOFs, one uranium mine) • Neptune in 2010 ~ (decision taken and construction started regarding a research reactor, plans to build-up the first NPP) • Neptune in 2030 ~ ( fuel fabrication plants, several NPPs, LOFs and uranium mines, other nuclear related activities)

  8. Overview of the Tasks • Basic legal requirements • State level information system • Specification of requirements for nuclear materials accountancy and control • Requirements for Compliance with the Additional Protocol • Drafting a licence for the possession of nuclear material • Ensuring compliance with requirements • Preparing an inspection plan • State level resources
