Developing the School Improvement PlanDocuments for Developing the Plan Select one of two documents to complete the plan: • Instructions and Forms for Developing the School Improvement Plan For Non-Title I Schools OR • Instructions and Forms for Developing the School Improvement Plan For Title I Schools ** The requirements for Title I schools and non-Title I schools are different. Be sure to use the document appropriate for your school for the upcoming (2012-2013) school year.**

From the NHDOE home page at http://www.education.nh.gov/ For Title I Schools: • Select “T” on the subject index alphabet in the top section of the homepage • Select “ Title I, Part A” • Select the “Title I Schools in Need of Improvement (SINI) Information” box • Links to the Title I plan document and other information are listed individually. • For Non-Title I Schools: • Select “S” on the subject index alphabet in the top section of the homepage • Select “Schools in Need of Improvement” (SINI) • Select 2012-2013. This brings you to the 2012-13 SINI Web page at http://www.education.nh.gov/instruction/school_improve/sini_2012_13.htm • Under the heading “For New Schools In Need of Improvement”, select the “Non-Title I School Improvement Plan” document.

Developing the School Improvement PlanState and Federal Statutory Requirements New Hampshire’s school and district accountability statute requires the development of a school improvement plan for any school officially designated as a school in need of improvement. (NH RSA 193:H) The plan must describe at a minimum: (1) the area(s) in which the school did not make adequate yearly progress for two consecutive years, resulting in the designation as a school in need of improvement, and (2) the activities the school will implement to improve the underlying issues affecting student achievement in the designated area(s).

Developing the School Improvement PlanState and Federal Statutory Requirements For Title I schools designated as a school in need of improvement, the improvement plan is also required by the federal No Child Left Behind Act (P.L. 107-110). Title I school improvement plans must therefore include the following items (3) – (8):

Developing the School Improvement PlanState and Federal Statutory Requirements (3) an overview of the research demonstrating that strategies selected are of proven effectiveness; (4) parent and family involvement strategies to increase the likelihood that improvement efforts are successful and sustained; (5) a description of how parents and outside experts were consulted in designing the plan; (6) a description of the school or district’s teacher mentoring program;

Developing the School Improvement PlanState and Federal Statutory Requirements (7) a description of the parent notification process, together with a copy of the parent notification letter, explaining the reasons for the school’s designation. The Parent Notification letter must be disseminated to parents at least 14 days prior to the start of the 2012-2013 school year. If applicable, the letter must include procedures parents may use to request school choice for their child. The Parent Notification letter must be disseminated to parents/guardians and teachers. Deadline for approval of the notification letter is June 15, 2012 (should be received by the NHDOE by May 15). Before completing Form Page 5, review the Public School Choice and Parent Letter document located on the Title I SINI webpage.

Developing the School Improvement PlanState and Federal Statutory Requirements In addition, the district must annually post on its website: • the number of students requesting school choice; • the number of students that receive school choice; and • the name(s) of the schools to which students have transferred, with the associated number of students that are attending through choice. (8) signed assurances that certain practices and policies are established and implemented.

Developing the School Improvement PlanState and Federal Statutory Requirements Required Focus of the Plan In contrast with other strategic plans which may be broader in scope, this improvement plan must be specifically focused on improving student achievement in the areas in which the school did not make Adequate Yearly Progress (AYP), resulting in the designation as a school in need of improvement.

Developing the School Improvement PlanState and Federal Statutory Requirements Duration of the Plan • The school improvement plan is in effect for a two-year period (school years 2012-2013 and 2013-2014 ). • While your planning process should encompass a two-year period, you will be submitting an action plan for the first year (2012-2013) only.

Developing the School Improvement PlanState and Federal Statutory Requirements • The action plan for the second year is submitted in conjunction with a required annual progress report at the end of the 2012-2013 school year. • The “school in need of improvement” designation is removed once the school makes Adequate Yearly Progress (AYP) for two consecutive years in the content area(s) for which the school is identified.

Developing the School Improvement PlanState and Federal Statutory Requirements Deadline for Submission • In accordance with state and federal law, the improvement plan must be submitted within 90 days from the close of the AYP appeals process (May 4), at which time the designation as a school in need of improvement is final. • Deadline for approval of the Title I SINI parent notification letter is June 15, 2012 (should be received by the NHDOE by May 15th). • The School Improvement Plan must be submitted electronically (via e-mail) by August 1, 2012. • As the plan is a public document, Title I schools must post their completed plan on the school/district website. Non-Title I schools are strongly encouraged to also post their plans.

Developing the School Improvement PlanReview and Approval Process Plan Review and Approval Process • Consistent with state and federal accountability law, the local school board is the responsible entity for oversight of a school or district’s plan for improving student performance. • To that end, the NH Department of Education, during the 2011-12 school year, clarified its role in the plan review and approval process, resulting in a shift from reviewing all plans to an indicator-based process for determining if a plan/progress report is “in need” of review. The indicators include, but are not limited to:

Developing the School Improvement PlanReview and Approval Process Plan Review and Approval Process • a school’s cumulative AYP index score in the “all students” category, and its ranking in relation to other schools in the state; • whether one or more schools in the district meets the state’s definition as “persistently low performing”; • the number of years the school or district has been identified for improvement; • program-specific requirements (i.e. the use of Title I SINI/DINI professional development set-aside funds, alignment to PD master plans, Title III Corrective Action requirements, etc.) • a request from the school or district for specific feedback on areas of concern .

Plans submitted by schools in SINI status Year 1-3, as well as districts in DINI status Year 1 and 2, will be reviewed “as needed,” based on the indicators referenced above, or upon the request of the school or district. • Which plans/progress reports are not affected by this change? Plans submitted by schools in SINI status Year 4 and higher, as well as districts in DINI status Year 3 and higher, will continue to be reviewed.

Developing the School Improvement Plan Required Components Form Page 3: The Plan Abstract In two pages or less, summarize: • The plan development, review, and dissemination process. • Who was meaningfully involved? • Who was consulted? • How was the plan reviewed prior to submitting it? • How will it be disseminated and explained to others, especially those who were not directly involved in its development? • The underlying, “root cause” issues identified as most likely helping or hindering student achievement, especially the achievement of students below proficient in the content area(s) for which the school is identified. • Be specific about what was identified and how. Identify which of the issues will be priorities for the school’s Action Plan.

For each area in which the school is identified for improvement, clearly describe the Goal (achievement gap/priority issue being addressed) Strategies (to be implemented) Objectives (anticipated changes in professional practice AND student learning) Proposed Activities designed to achieve the Objectives.

Planning Grant Application forNew Title I Schools and Districts In Need of Improvement • FUNDING Any Title I school or district newly identified as in need of improvement is eligible to apply for planning funds not to exceed $3,000. • TIMEFRAME The project period may start on or after May 15, 2012 and must end no later than August 31, 2012. Funds may not be obligated until such time as your planning grant application has been received and approved by the NHDOE Title I Office.

USE OF FUNDS • Use of funds is restricted to activities directly related to the development of the required plan. • Funds are to be used to hire a facilitator. • Remaining funds may be used to: • bring in an outside expert; • cover costs to participate in training related to the content of the plan: • Pay staff for work done outside regular contract hours; • pay for substitutes; • visit other schools/districts; • cover local team meeting expenses or other needed allowable expenses

Planning Grant Application ForNew Title I Schools and Districts In Need of Improvement Submit via the online grants management system only: • the required district/school contact information • the activities and funds needed for each activity, and • Complete and save the Planning Committee members as an attachment in the online system.

Developing the School Improvement PlanPlanning Resources As you begin to formulate an approach for developing your plan, you may wish to consider two resources that can help you focus on the following necessary questions: Where are we now? Why? What are the next steps?” 1. Steps to Success (an on-line self-assessment and plan development process) 2. The Modified Continuum self-assessment guide

Developing the School Improvement PlanPlanning Resources Both resources support this recommended planning process: • Establish a core planning team with clear roles and responsibilities; • Conduct a “check-up” (Self-Assessment) of current school practices and programs designed to improve student achievement, so to answer these questions: What did we implement and why? (the “Here’s What”) What were the results? (the “So What”) • Identify the location of student achievement gaps to determine which students are falling behind and in which areas. Your school AYP reports are onlyone measure of student achievement, but can usefully serve as a starting point for “digging deeper” to examine student strengths and weaknesses. Other data sources can also help.

Developing the School Improvement Plan(Planning Resources Document ) • Examine conditions, issues, practices, or policies that may be contributing factors to either helping or hindering student achievement; • Determine which of these factors are within the school’s control, and then decide what to tackle first (prioritizing); • Move the priorities into a realistic action plan (the “Now What”); and • Monitor the plan for effectiveness as well as timely implementation.
