Albania preparing to sign the Stabilization and Association Agreement with EU and considering - the integration, at any level, as absolutely necessary - R&Das a very important tool for the overall development of the country - Regional cooperation as an indispensable step to become part of the European Research Area is fully engaged to convert the political will into concrete actions and effective interventions.

  3. Knowing and accepting the weaknesses of the National R&D system, such as: • The lack of a long tradition in research • - A dispersed system made up of small units • - Universities, which are oriented more towardsteaching rather than • research • -An inadequate integration atinternational level • -A relatively ineffective impact of the outcomes of research • -An incomplete communication and information system

The Government and the R&D community agreed to undertake a deep reform of the system, that means: • new legal, financial and management scheme • introduction of measures and mechanisms for increasing the efficiency • better compliance with the development and market needs • opening to the international community • application of international standards for evaluation

  5. The first actions: • A National Ad-Hoc Committee, composed of representatives of the scientific communities, is set up to lead the reform process • The consensus and the academic freedom will be respected at the maximum possible • The approved R&D National Programs (three year period) take into consideration not only local needs, but also the tendencies and the priorities of the European Programs. • - The increased role of teams of scientists instead of the exaggerated traditional concept of institutions. • The constant empowerment of the supporting infrastructure, especially IT

  6. In the IT field the following actions are undertaken: - Academic Research Network is under construction, to be connected to the International ones through Italy and Greece - A National MasterPlan is under development - A governmental information system is under development - An education management information system at National scale is under implementation - All Albanian higher schools will have computer labs and Internet access by the next school year In paralell a deep reform is being started to transform to Albanian Education System

The international co-operation: - Bilateral cooperation remains the main approach - Reasonable ballanced top-down and bottom-up approaches have been the main adopted mechanisms - Italy and Greece are the main partners - New agreements with Austria, Romania and Bosnia and Hercegovina are prepared and will be signed very soon - We do hope that the same will be achieved also with Yugoslavia, Croatia and Macedonia

In our previous meetings - the real status of research and development in our countries hasbeen presented - a common understanding of the need for higher participation in the European R&D Programs has been demonstrated. - a number of principal proposals to speed up the process of integration has been done

  9. Several common problems have been identified: The lack of high quality management of the research bodies. An unsatisfactory level of regional cooperation and mobility in the field of research. The going away of the young researchers (brain drain) and the aging of research staff. An unsatisfactory level of basic infrastructure

  10. Several possibilities for an immediate improvement of regional cooperation are mentioned, such as: The creation of an economic and regulatory environment for the free flow of ideas and knowledge. The encouragement of investments in the information technology, setting up high speed networks and advanced applications, which will constitute the backbone of the regional cooperation The encouragement of regional cooperation between companies, universities and research bodies through regional and European programs.

  11. The launching of the research activities for specific problems such as health, agriculture, pollution and natural disasters. The opening up of national programs of the various countries of the region. The creation of a regional vision for the societies heavily dependent on knowledge.

  12. Related to the SEE Research Ministers Meeting our opinion is: - It is an important mechanism for fostering the regional collaboration - It is the moment to create some permanent mechanisms - Except general declarations, some more specific actions has to be defined - The participation should be increased with representatives of the main R&D institutions of our countries

  13. Proposal Albanian Government would be honored hosting the next meeting of SEE Ministers of Research in Tirana End of March - Beginning of April 2003
