Title III LEP & Immigrant • The estimated per EL and immigrant student rate for fiscal year 2008-09 is $95 • LEAs must apply in order to receive funds • LEAs generating $10,000 or more apply via the ConApp I, page 2 • LEAs generating less than $10,000 apply via consortia which must be submitted via a paper application • Beginning in 2007-08, LEP consortia must remain intact for 4 consecutive years • All applications due June 30, 2008

  4. 2007-08 Title III Accountability Reports • Preliminary Data on AMAOs 1 and 2 and the Information Guide are expected to be released in June • Title III Accountability Reports to be released in Sept. 08 following AYP release in late Aug.

  5. Community Based English Tutoring Program(CBET) State Board of Education Revised Regulations May 7, 2008

  6. Automated Records Checks • Language that required background checks of CBET enrollees was omitted.

  7. Automated Records Checks Regulations now state school districts may use CBET funds for: expenses related to the CBET program, such as… background checks on CBET tutors as authorized by Education Code sections 35021 - 35021.4 and 45349.

  8. CBET Data Collection Requirements • Improvement in English literacy of adult CBET tutors • Attendance of pupils participating in the tutoring program • Achievement progress measured by CST for students • Achievement progress measured by CELDT for students

  9. CBET Data Collection Requirements, Continued • A participating school district shall report the data maintained to the State Board of Education upon request.

  10. CBET Evaluation • Omitted language that specified CDE shall evaluate the CBET Program. • The State Board of Education already has the authority to review the guidelines by which a school district distributes its CBET funding.

  17. Title III Year 2 Seminar Seminars designed for participants required to submit the Year 2 LEA Improvement Plan Addendum (IPA) Teams attend two days: development of the IPA, build capacity within LEA to address needs of ELs Completed plan submitted to LPLO in January 2009

Title III Year 4 Forum Forums designed for participants required to modify curriculum, program and method of instruction for ELs Teams attend two days: systemic change within the LEA to address needs of ELs County Office leads provide Pre-Forum to address specific needs in the development of the required Action Plan (dates TBD) Submit online Action Plan (date TBD)

New Tool Available • The English Learner School-Level tool is now available on the Title III Accountability web site: www.cde.ca.gov/sp/el/t3/acct.asp (under 2007-08 Year 4 heading) • Developed to determine school level implementation of the 9 EPCs applied to English learners in order to focus Title III services
