State Budget Problems • A $100 billion cut in fiscal 2009 budgets • Lower revenue from state sales and income tax • First four months of 2009, a $29 billion (a decrease of 26 % overall) in revenue. • Projected gap in excess of $120 billion for fiscal 2010. • There are 48 states that addressed or are facing budget problems in 2010, and this trend is projected to continue • In 2011, estimated gaps of $38 billion in 21 states • Aggregate deficit of $350 billion for 2009 – 2011.   3. Budget Problems: Corrections Impact • Across 34 states, nearly 9 of 10 correctional dollars went to prisons in FY 2008. • During fiscal year 2009, correctional budgets were cut almost $700 million IACTP 2009 Conference

Job Corps Student Requirements • Age 16 through 24 • (Minimum age for TDCJ Corrections Academy is 18 years old) • A U.S. citizen or legal resident • Meet income requirements • Not under correctional supervision • Free of serious medical or behavioral problems • Willing to work and learn in a drug-free and violence-free environment • Ready, willing, and able to participate fully in an educational environment IACTP 2009 Conference

Partnership with TDCJ • MOU with TDCJ (First CO Academy 2003) • Gary JCC CO Academy Program is 10 weeks/ 350 hours long (TDCJ requires 200 hours) • TDCJ provides training videos and a CD with program materials • Criminal History Screening • Instructors are TDCJ certified, attending annual re-certification and In-Service IACTP 2009 Conference

TDCJ Screening Process • Job Application • TDCJ Recruiters from Huntsville come to Gary JCC to administer the Screening Assessment (5 parts) • Memory & observation • Situational reasoning • Reading comprehension • Vocabulary • Mathematics • TDCJ Recruiters interview students who pass the Screening Assessment • Urinalysis test after the student successfully completes the Academy IACTP 2009 Conference
