KHARIF CROPS PRODUCTION Area in ‘000’ ha Prod. in ‘000’ tonnes/bales Yield Kg. per hectare • Production of Rice affected due to heavy rains and flood during Kharif 2010. • Kharif food-grain production was 2 % higher during Kharif -2010 as compared to Kharif -2009. • Area under Food grains proposed to be declined by 95,000 ha during Kharif 2011. • Area under Cotton, Sugarcane and Guar proposed to be increased by 1.40 lac ha during kharif 2011.

INITIATIVESTAKEN2010-11 • Seed treatment of Wheat • 100% of treatment of certified seed produced by Govt. and privet seed producers. • Entire cost of fungicides on the treatment of certified seed born by the Govt. • Fungicides on 50% subsidy provided for treatment of farm saved seed. • An amount of Rs.11.21 crore was utilized on seed treatment. 2. Control of Yellow Rust • An area of 92,272 ha affected with Yellow Rust in the State. • Timely identification of Yellow Rust infected area. • Awareness campaign launched to educate the farmers about control measures. • Propiconazole 25% EC provided on 50% subsidy under RKVY. • Rs. 58.69 lac was utilized. 5

Contd.. 3.Strengthening of Extension System • 143 ADOs recruited • Two months mandatory training to newly recruited ADOs • Promotion of Sugarcane crop • Technology Mission on Sugarcane set up during 2010-11 • Provision ofRs.273.00 lac made • Assistance @ Rs.2,000 per acre on Critical Inputs • Assistance @ Rs. 800 for multiple Ratoon Management • Seed subsidy @ Rs.1,500 per Acre on Autumn Planting • Promotion of new planting • Ring Pit Method • Trench Method • Inter Cropping • Promotion on mechanization in Sugarcane 5.Assistance – Flood affected farmers • Seed of Toria, hybrid Bajra and Jowar provided free of cost • Seed of Basmati Rice and Moong/Urd on 75% subsidy • Seed of hybrid Maize on 90% subsidy. 6

  8. THRUST AREAS KHARIF-2011 (Diversification of Crops) • Promotion of Cotton crop • Cotton area to be increased from 4.92 lac hect. (kharif 2010) to 5.50 lac hects, (kharif 2011) . • Adequate arrangement of Bt. Cotton hybrids. • High yielding Bt. Cotton hybrids to be promoted. • Regular monitoring of quality of Bt. Cotton seed. • Promotion of Guar Crop • Area under Guar crop to be increased by incentivising the farmers. • Special scheme for the promotion of Guar crop to be launched. • Short duration high yielding varieties like H.G. -365 and H.G.-563 will be promoted. • Collaboration of Industrial houses.

Contd.. • Promotion of Summer Moong • Promotion of Summer Moong under Seed Village Scheme. • Summer Moong varieties SML -668 to be promoted. • 1.3 lac acre area to be brought under Summer Moong. • 6,000 demonstration to be organized. • 7,000 hectares under Accelerated Pulse Production Programme. • Relay cropping of Moong in standing wheat crop on experimental basis. • Water Management • Year 2010 as “Water Conservation Year”. • Promotion of Sprinkler and Drip System. • Promotion of U.G.P.L. 8

  10. Improvement of Soil Health • Strengthening of Soil Testing Laboratories. • Issue of Soil Health Cards to all farmers. • Promotion of Green Manuring and Summer Moong. • Subsidized micro-nutrients and Zypsum.

  11. AVAILABILITY OF CERTIFIED SEED KHARIF-2011 (Qty. in qtls.) • Bt. Cotton packets sale during Kharif 2010 was 23.50 lacs packets • Requirement during Kharif 2011 is 30.00 lacs packets

SEED TESTING Licensing Officers - 21 Notified Seed Inspectors - 83 Notified State Seed Testing Laboratory - 1 (Karnal) Capacity - 10,000 samples per annum Quality Control • Above figures refer to Sample drawn for Seed Law Enforcement purposes. • Samples tested for seed certification purposes not included. • One more Seed Testing Laboratory at Sirsa to commence soon.

  13. FERTILIZER AVAILABILITY & CONSUMPTION RABI 2010-11 (Lac MTs) • Fertilizers shortage experienced in some parts of the State in the month of January due to delayed arrival of railway racks. • Presently no shortage of any fertilizers. • Increased consumption of nitrogen, Phosphorus & Potash during 2010-11.

  14. REQUIREMENT OF FERTILIZERS KHARIF - 2011 (in lac MTs) • Hafed to stock 2.00 lac MT urea & 3.00 lac MT DAP. • Monitoring of fertilizers on day-to-day basis. • Balanced use of fertilizers will be promoted. • Urea share of Hafed has increased and Ministry is requested to allocate maximum quantity of urea Fertilizer to IFFCO, KRIBHCO, NFL and IPL to distribute through co-operative channels accordingly. • HFFED has stocked 0.07 lac MT and 0.35 lac MT urea.

FERTILIZERS TESTING Licensing Officers = 21 Notified Fertilizer Inspectors = 328 State Fertilizer Quality control lab. = 3 (Karnal, Hisar & Rohtak) Capacity = 1700 samples each annually Quality Control • The sample drawn on request does not warrant any legal action. 13 FIRs have been lodged during 2010-11 for volition of various provisions of FCO-1985

INTEGRATED NUTRIENT MANAGEMENT • Farmers’ awareness camps organized for balanced use of fertilizers. • Soil Health Cards to more than 9.80 lacs farmers issued. • Use of bio-fertilizers like Azotobactor, Rhizobium & PSB promoted. • Demonstration on bio-fertilizers organized. • Use of micro-nutrients promoted in deficient areas @ 50% subsidy. • To mitigate sulphur deficiency, application of gypsum promoted. Subsidy @50% + Transportation cost provided on gypsum.

MICRO IRRIGATION (2010-11) • Outlay under MI - Rs. 46.57 crore • Area to be covered– 62,000 hect. • 15,740 hect. area under drip system by Feb., 2011 • Assistance @ 90% on drip system • Promotion of Sprinkler System in a big way • More than 1,18,000 sprinkler irrigation systems have been provided on subsidized rate so far • 15,500 sprinkler sets is to be installed during 2010-10 with a outlay ofRs. 4,657.00 lac . • Promotion of Drip irrigation in sugarcane & cotton crop. • 294 hect to be brought under Drip Irrigation System in Cotton crop.

  25. AGRICULTURE MARKETING • 106 Principal Market Yards, 178 Sub-Yards and 189 purchase center in the State. Farmers need not to travel more than 6-8 Kms. for the sale of their produce. • Fruit & Vegetable Markets - 32 • Fodder Market - 25 • Cotton Market - 33 • Agriculture Produce Marketing Act (APMC) amended making enabling provision for contract farming. • Development of new Vegetable & Fruit Market at Rohtak, Karnal & Gurgaon is under progress.

  26. Development of Modern Farmers’ Market at Panchkula & Mewat with estimated cost of Rs. 90.65 crore & Rs. 9.50 crore, respectively is under progress • Waxing, Grading & Packing Unit established at Abubshashr, Sirsa • Total 29 units of Pack Houses alongwith cool chain planned to minimize post harvest losses • 15 Pack Houses with an estimated cost of Rs. 55 crore under progress • Two Food Parks have been planned for Post-Harvest Management like processing, grading, packaging, storage, etc. at Abubshashr ( Sirsa) and Rohtak district. • Food Parks have been established at Saha, Narwana, Dabwali and Rai.

  29. Best Practices Complete Automation in STLs • STLs have been computerized. • One ICP (Auto Analyzer) installed in the Central Lab at Karnal. • Capable to analyze 300 samples a day for all the parameters in one go. • Traditionally 60-70 samples can be analyzed by any STL. 28
