  7. IPTV as Accessible User Interface for all • Human Interface is the Key for Accessibility • Human Interface Persists • E.g: Keyboard has a long history since the days of typewriter • TV is a Universal Human Interface that helps people acceptable to Information and Opportunity

  8. TV set as Universal Interface • Since its introduction, familiar to both Young and Old • Accessible to a wide range of population, without special training • It is the universal user interface for various services

IPTV and Accessibility for all In the recent years, South Korean dramas became popular in Japan This popularity is partly attributed to closed captions and subtitles these dramas often have, and the elder people were attracted to these dramas because of accessibility The elderly is similar to Person With Disability in many respects

ITU-T IPTV for Accessibility ITU-T’s standardized IPTV has been already widely deployed in the market It is expected that ITU-T IPTV will provide better chances for accessible media services It has been demonstrated the effectiveness of IPTV-based accessibility on several occasions A test service dedicated to Accessibility, using ITU-T IPTV, is being conducted (“Listen with your Eyes IPTV”) Collaboration with relevant organizations (WFD, WHO, etc.)

IPTV Accessibility Experiments Feb. 2013: IPTV delivery transcontinental (Japan-Geneva-Manila-Singapore) experiment at the Sapporo Snow Festival with multilingual captioning (multi-location with multi-source content) April 2013: IPTV Accessibility demo at Kaleidoscope Event, an ITU-T’s academic event, in Kyoto, Japan June 2013: live multicasting delivery of the Annual Conference of Japan Federation of the Deaf. September 2013: Start of “Listen with your Eyes IPTV” test service (live streaming, scheduled programming, and VOD)

Conclusion IPTV can provide accessible Interface to many services ITU-T’s IPTV is already widely available, and is being used for various testbeds as well as test services ITU-T’s IPTV and its work on Media Accessibility is the key for reaching the Media Have-Nots of the Developed and Developing Worlds
