    3. CAUSAS Detencin de flujo de recursos de Fosyga. Intervenciones de la Superintendencia Nacional de Salud Departamentos con mas obligaciones y sin respaldo econmico. Rama judicial sin claridad legislativa. EPS en insolvencia econmica. Cartera creciente.

    17. CONCLUSION * E.F EPS no son reales. * EPS-S no tienen como responder * Prestadores apalancando las EPS * IPSs NO pueden socializar prdidas. * 6 meses es demasiado t para las EPS.

    18. CONCLUSION MPS 3 meses Ley 1438 ---8 meses reglamentacin?? * Saneamiento de cuentas * Giro directo R.S (prensa) * Desembolso de recursos Recurso de las Cajas 0,25 --- no se ha decidido E.T NO ERAN EL PROBLEMA

    19. Los usuarios se estn quedando sin atencin Porque? Falta de Recurso Humano (Renuncias por no pago, CTA restringen suministro de especialistas) Falta de insumos para la atencin (no pago a proveedores, desabasteciento) Barrera de acceso a los servicios. Colapso de la Red de prestacin de servicios de Salud

    22. Giro directo inmediato a prestadores. Rgimen Contributivo: compensacin directa a Fosyga. Bypass directo de Fosyga a prestadores. Cartera: * Mesas Entes de Vigilancia y Control * Ttulos TESS pago de deuda a prestadores. EPS insolventes: Envo cuentas directamente a MPS
