CATS, led by a GP Clinical Leader working with specialists, provides primary care services, referral triage, specialist assessment and treatment, LTC management, surgery listings, and ensures good GMS care. CATS implementation aims to shift services from secondary to primary care, providing quicker, more tailored, and cost-effective patient care.

  2. CATS are: • Primary care services • Multi-professional • Interface services

  3. CATS provide: • Clinical leadership for locality • Referral triage • Specialist assessment • Specialist treatment • LTC management • Listing for surgery • Mechanism to ensure good GMS care • Commissioning of 2’ care services

  4. CATS Implementation • Implementing a shift of services from secondary to primary care in line with: • Investing in Your Health • “Our Health Our Care Our Say” White Paper • To provide a quicker, more local, better tailored service to patients more cost effectively • 18 week wait

  5. CATS Implementation • A key part of Financial Recovery Plan • Primary Care Led • Local Practice Based Commissioning of CATS • Specialists brought in competitive process

  6. What evidence is there for this? • Greater Manchester PCTs established Tier 2 primary care services (extended GPwSI services) two year’s ago. They evaluated them and are now developing them into integrated CATS. • Our own interim MSK CATS is taking c50% of GP referrals and retaining c75% making current savings of approx £10k per month

  7. Key Elements of each CATS • Led by a GP Clinical Leader who is: • working in partnership with a consultant/specialist • accountable for the performance of the service and delegated budget holder for the commissioning budget • accountable to the Practice Based Commissioning Locality Management Group (made up of all general practices in the PCT) • Support will be provided by the PCT to ensure success
