  3. What is this meeting about… • We are the Committee of IEEE Region 2 (Eastern USA) • The Committee reports to the Region Activity Board of IEEE, one of the main Boards of the organization

IEEE Regional Activities BoardMission • Shall serve the needs of the members of the IEEE by maintaining, enhancing & supporting the geographical organizational units of the IEEE. • Shall be responsible for IEEE membership & membership development, including recruitment, administration of admissions, retention, elevation & service, as well as related operational and budget issues.

IEEE Regional Activities Board Vision Through the leadership of its volunteers and by providing the very best management structure geographically, RAB will enable the 21st century IEEE to be a globally relevant organization in which members and nonmembers hold IEEE membership in the highest esteem.

  27. R2 Committee’s official mission • The affairs of Region 2 shall be managed by the Region 2 Committee consisting of • voting members designated by the Institute Bylaws • voting and non-voting members appointed by the Region Chairman.

My own specific goals… • Improve Board-Region-Section cooperation and information flow. • Recruit and train new leaders for the Region and the Sections. • Expand relations with industry and provide services to practicing engineers. • Support Section officers through Area Chairs and Director visits. • Provide assistance to student chapters and student professional activities.

  42. Section Rebates • Reports due February 21, 2003 • First to submit Youngstown Section • In 2002 18 of our 20 sections reported before the deadline • Received 10% bonus • Current Rebate is $1,800/section • Will grow to $2,000 in 2004 • Subsections received a $500 rebate

  46. Some IEEE-USA related issues… • Motion to remove IEEE-USA from IEEE Board of Directors and Executive Committee Failed • …but exposed friction points that need attention • IEEE-USA H1-B visa policy was discussed at great length • I am participating in a re-writing effort

  47. A word on IEEE Finances • 2003 budget is balanced • Small surplus (l.t. $1M) • In 2002 • Revenue was $212.1M • 14.5M less than budgeted • Expense was $207.2M • 19M less than budgeted • Investment loss was 21.4M • Investment losses continue to be a major source of concern

  48. Board of Director Series 2003 • Primary issue – investment policy • Change in investment philosophy • Preservation of capital as primary objective • Growth as secondary objective • Major shift of funds to short-term “safe” fixed income investments • Concern about missing future opportunities

  49. Strategic planning • Centered at reaction to the BDO Seidman report • Commissioned in 2001 at the request of the societies through TAB • Studied the efficiency and effectiveness of the IEEE corporate infrastructure

  50. The BDO Seidman Report • A series of interviews and document analyses • Interviewed 60 people • Analyzed about 1,000 pages of documentation • 8 weeks • Opinion: the report enabled action on several issues that were already well known
