ABOUT THE COMPETITION: As part of on-going efforts on preventive drug education, the National Council Against Drug Abuse (NCADA) and Central Narcotics Bureau (CNB) are jointly organising a “Flash Games Competition”, in collaboration with the Media Development Authority (MDA) and DigiPen Institute of Technology – Singapore.

  3. COMPETITION TITLE: FLASH GAMES COMPETITION: GAMES AGAINST DRUG ABUSE THEME: The challenge is to design a simple, entertaining and yet educational anti-drug Flash game revolving around the theme “Life Does Not Rewind – Make the Right Choice: Choose Life, Not Drugs”.

ORGANISED BY: National Council Against Drug Abuse (NCADA) and Central Narcotics Bureau (CNB) IN COLLABORATION WITH: Media Development Authority (MDA Singapore) and DigiPen Institute of Technology - Singapore WHO CAN PARTICIPATE: Open to all full-time local university, polytechnic and ITE students DURATION: October 2010 – April 2011

  6. COMPETITION MILESTONES: • Round One (18-Nov) • Concept-Pitch Document Submission • Teams are required to submit a 5 – 10 page concept-pitch document that explains their game idea. • A group of semi-finalists will be selected.

COMPETITION MILESTONES: • Round Two (8-Dec and 15 & 16 Dec) • Game Design Document Submission • Teams will be required to submit a complete game design document that details their game concept. • Teams are required to present the game concept to the panel of judges where 3 finalists will be selected.

COMPETITION MILESTONES: • Round Three (January - 20 April 2011) • Final Game (Training & Development): • The finalists will meet with DigiPen faculty and staff to outline the game and work on technical needs to develop the final game. • DigiPen will train the winners with the programming skills necessary to develop the games, and will provide management to help keep the projects on time.

  11. GOODIE BAGS: All qualifying competitors will receive a goodie bag, regardless of the results. RESULTS & AWARDS CEREMONY: (April/May 2011) The ranks will be announced and the winning teams will stand to win prizes to-be-awarded in April/May (date-to-be-announced later).

  12. PRIZES & AWARDS: The awards include prizes valued at S$3,000, S$1,800 and S$1,200. Not to mention the enticing prospect of the games being made available to the public through CNB’s portal and Facebook page, road shows and on-going activities to schools and community levels (non-commerical purpose). 1st Prize – S$3,000 2nd Prize – S$1,800 3rd Prize – S$1,200

RULES & REGULATIONS: • The competition is open to all full-time local university, polytechnic and ITE students only. • The competition welcomes entries from teams (1 – 3 members), which can comprise students from any of the institutions mentioned above (e.g. a university, a polytechnic and an ITE student). • Each student can only participate in one team. • Only one entry per team will be accepted. • The game entry need not be complex or large-scale. It should be a 2D game using Flash and Action Script that everyone can enjoy and yet relate to the anti-drug theme.

RULES & REGULATIONS: • The proposed game should be suitable for youths aged 25 years and below. • Entries submitted for the competition must be original and not have been submitted to any other competition organised by any other organisation or been previously published online or showcased anywhere. • Entries submitted must not contain the trademarks, logos, copyrighted works or intellectual properties of any other parties.

  15. RULES & REGULATIONS: • If teams wish to include music into the game, only self-composed or royalty-free music can be used. • Any entry that contains elements that have not cleared copyright will be disqualified. • Entries submitted must not contain anything which is libelous, defamatory, obscene, indecent, harmful, abusive, harassing or threatening or anything that would expose the organisers to any civil or criminal proceedings.

  16. RULES & REGULATIONS: • Entries submitted must not contain violence, gambling, smoking, alcohol, pornographic material, the use of offensive language or any other objectionable material. • Entries also must not contain any materials or language that will glorify drug use. • Team members will own the copyrights of the games developed but NCADA and CNB shall have the right to use, reproduce, exploit, commercialise and otherwise deal with the IP rights to the games and all on-screen assets developed for the games on a royalty-free, perpetual, worldwide basis.

  17. RULES & REGULATIONS: • Submissions will be judged by a panel of judges appointed by the organisers. The decision of the panel is final and no correspondences or enquiries will be entertained. • The organisers reserve the right at any time to change, amend or withdraw any of the rules and regulations as well as to replace or substitute prizes without prior notice.
