  1. NMLS Adoption of Student Authentication Requirement August 21 Implementation Deadline, and Webinar Invite

Summary For nearly three years NMLS has been exploring options for increasing the student authentication requirement for online continuing education (CE) courses. • In 2016, we completed an RFP process to identify a vendor • In April 2017, we concluded a successful pilot program with three NMLS approved course providers • Background information about BSI and an online demo of the authentication software can be accessed at bio-sig-id.com.

  3. Reason for Doing This • Increased number of fraud incidents • Primarily been limited to online CE courses and is usually committed through the sharing of the course login user ID and password.

  4. Solution Research NMLS approved online courses currently only a user ID and password to authenticate. To transition to multi-factor authentication for courses, SRR evaluated the following options: • Remote Proctoring • Biometrics • Knowledge Based Authentication

  5. Solution Research Cont. Earlier this year NMLS facilitated a five-week pilot program. The objectives of the pilot were to: • evaluate the ease of integrating the BioSig-ID software into different LMS’s • to collect user data which could be compared with other large user groups which are also using BioSig-ID. 174 students completed 858 identity authentications for a total of 4.9 authentications per student. The average enrollment time (the time required to set-up a unique BioSig-ID password) was 2.5 minutes. There were a total of 5 password resets.

Solution Research Cont. • The behaviors of NMLS students and the types of threats detected did not vary significantly from other cohorts of BSI users • Cases were identified in which SARs or RTEN reports would have been generated because of the timing of the activity and shared IP addresses • Feedback from the three providers who participated in the pilot was positive

  7. Decision, Costs, and Next Steps • The decision has been made to require BioSig-ID authentication for all online CE courses. The final implementation due date is Monday, August 21, 2017 • We are currently working with BSI to complete the contract with BSI for software licensing and integration support • SRR will be responsible for the software licensing fees and covering BSI’s costs for technical support to course providers working to implement BioSig-ID into their LMS • At least through 2017, SRR will not be increasing credit banking or course approval fees.

  8. Decision, Costs, and Next Steps Cont. • Course providers will need to work with BSI to implement the software. • Given the importance of this initiative will be hosting two 1hr webinars: • Friday June 9 • Monday, June 12 • It is requested that you RSVP to Britton Anderson (banderson@csbs.org) by June 8 to attend one of these webinars.
