  3. I The first phase of the project1. The starting points and the project concept The project „Learning worlds of Harburg“ was a „Learning region“ project in the City of Hamburg • managed and supported jointly by the Chamber of Crafts and Trades (HWK) of Hamburg and of the Economic Development Agency of the District of Harburg (WLH), • promoting several parallel sub-projects with a focus on regional learning initiatives in the great Harburg area, • proceeding from the initial activities to the immediate follow-up and spin-off activities (2. phase) and to the deepening activities (3. phase) www.itb.uni-bremen.de

Shaping the initial activities The focal themes that were chosen for the founding phase of the project were the following ones: • Support for school leavers from the lowest track:Network of schools to promote school-to-work transition from „Hauptschule“ • Promoting the competences of returners to working life: Joint shaping of training programmes for mothers returning to the labour market • Bachelor and Master in crafts and trades:Shaping of models for „dual studies“ that combine apprenticeship with adjusted university studies • Empowerment of migrants via intercultural education: Shaping of joint working concepts by civic academies and training centres • Career guidance via Internet-portal www.itb.uni-bremen.de

  5. II The second phase of the project3. The refocusing of the activities In the second phase some of the initial activities were handed over to external project promoters whilst others were continued within the umbrella project: • For practical reasons the further development of the school network and of the guidance portal were developed further as separate initiatives under different funding • With the remaining and/or new activities the project developed the initiatives towards self-supporting educational services or new educational establishments. www.itb.uni-bremen.de

  6. II The second phase of the project4. The interim results of the project Below, the main results of the activities are summarised that were completed at the end of of the second phase: • Launch of a new „Occupational Academy“ in Hamburg and creation of new dual study programmes that have been implemented also in other regions, • Development of different support materials for intercultural education and organisation of several promotion events, • Launch of a regionally oriented service unit for guidance and counselling as a part of the regional branch of the chamber of crafts and trades, • The newer activity for supporting small and medium enterprises (SMEs) in their training and professional development activities was continued in the final phase of the project. www.itb.uni-bremen.de

  7. III The final phase of the project (2007-2008)5. The deepening activity In the third phase the project promoters could continue with a selected deepening activity. As such the project chose the cooperation between SMEs and training providers: • The effort to convince the SMEs of the use-value of regular network-based cooperation required more time, • The effort to link the regional training providers into network-based cooperation (that enabled both joint initiatives and transparent competition) required more time. www.itb.uni-bremen.de

  8. III The final phase of the project (2007-2008)6. The final results In the final phase the regional network managed to introduce new structures to promote the cooperation between SMEs and training providers: • The network-based cooperation between the SMEs created a pool of client enterprises that could guarantee a critical mass of participants for new training measures, • The network-based cooperation between the training providers created a pool of training providers that made use of joint needs analyses, linked training arrangements and of mutually linked web resources. www.itb.uni-bremen.de
