KYRGYZ REPUBLIC KEY OBJECTIVE FOR 2016: IDENTIFY ENTRY POINTS FOR GREEN ECONOMY THROUGH PARTICIPATORY STAKEHOLDER ENGAGEMENT AND AWARENESS RAISING KEY ACTIVITIES: INITIAL PLANNING: CONDUCT WORKING MEETING UNDER THE MINISTRY OF ECONOMY, CHAIRED BY THE DEPUTY MINISTER. THE PARTICIPANTS ARE THE KEY STAFF OF THE MINISTRY OF ECONOMY, MINISTRY OF FINANCE, ENVIRONMENT AGENCY AND NSC. RESULT: work plan for PAGE IMPLEMENTATION. SHARING: PRESENT THE GREEN ACADEMY LEARNING AT THE TWO INTER-MINISTERIAL WORKING MEETINGS UNDER THE MINISTRY OF FINANCE AND ENVIRONMENT AGENCY. TODAY, THERE ARE TWO KEY STRATEGIES, INCLUDING THE NATIONAL STRATEGY OF SUSTAINABLE DEVELOPMENT TILL 2017 AND THE GOVERNMENT’S PROGRAMME FOR TRANSITION TO SUSTAINABLE DEVELOPMENT TILL 2017. NOW THE KR IS DEVELOPING IT’S LONG TERM DEVELOPMENT CONCEPT 2030 IN LINE WITH THE SDGS. INSTITUTIONAL FRAMEWORK is established including the high level political body in the form of SDG COORDINATION COMMITTEE, THREE TECHNICAL LEVEL INTER-MINISTERIAL WORKING GROUPS UNDER THE MINISTRY OF ECONOMY, MINISTRY OF FINANCE AND ENVIRONMENT AGENCY. Mauritius Green Economy Objectives • The resource basis of many productive sectors is facing threats of environmental degradation: - deforestation - loss of biodiversity - depletion of fish stocks - coastal erosion and beach degradation with the effects of climate change. • In its future growth trajectory, Mauritius needs to accelerate reforms and continue diversifying its economy and reorienting exports towards emerging markets to consolidate growth, create employment opportunities especially for the young unemployed graduates and further open up the economy to reach a ‘High Income Economy’ status by 2030. • At the same time, Government will lend high-level policy support on all aspects of human development, in particular towards poverty eradication, higher education, governance support, gender development as well as sustainable development with the challenges posed by climatic changes. • The principal objectives of achieving: - economic growth - wellbeing - inclusiveness - environmental sustainability.

Mauritius Key Challenges for a Green Economy • Employment creation (Green Jobs) for sustainable development especially for youth and women for economic transformation • Greening of jobs of the tertiary sector (financial services sector, trade, accommodation, food service activities, transportation and storage) - provides job to 7 out of 10 workers • Food security issue - Agriculture accounted for nearly 22% of total imports in 2015 • In addition, there is intensive use of agro-chemicals for increased agricultural productivity • Exploitation of the Blue (Ocean) Economy: • However, while exploitation of ocean resources may generate economic benefits in the short term, resource depletion will decrease the potential for economic growth and development in the long-term. This trade-off should be made clear to decision-makers. • Need to reduce environmental risks by promoting investment in resource conservation and green infrastructure. • Climate change is increasing the risk of natural disasters. • Rising sea levels and land degradation threaten population in coastal areas – also a threat to the tourism industry • Sea level rise causes the risk of sea water intrusion into coastal areas • Flooding caused by torrential rain • Managing Disaster Risks – National Disaster Risk Reduction and Management Act 2016 • Expertise and technology to develop adaptation and disaster-risk management measures • Rising Energy requirement (annual average rate of 5%) – reduce dependence on use of fossil fuels • Increase the share of renewable sources of energy (22% in 2014) to reach target of 35% by 2025 • The cost of renewable energy is heavily subsidized by government and this is unsustainable in the long-term • Waste to energy opportunities to be explored. • The demand for water is unsustainable • Losses are estimated at about 48% of total water supply. The green economy will need to generate investment for the water distribution network, and improve efficiency in the use of water

Mauritius Pathways to a Green Economy • Mauritius aims to graduate to a high-income economy • Move away from the business-as-usual approach • Manage risks, such as those from fluctuating fossil fuel prices, increase resilience such as to the impacts of climate change and seize the opportunities from new and emerging markets. • Strengthening the manufacturing and services sector • Develop the ocean economy • Greening of Industry Processes • Waste Management, Reduce, Reuse and Recycle • Establish enabling policies and institutions • The economic importance of natural capital, especially for a small island whose main industry is tourism and which is planning to make the ocean economy a major pillar of development, needs to be recognized. The cost of using natural capital will be economically higher in a small island economy with limited natural resources, putting at stake the competitiveness of the country. • The manufacturing sector needs to be revamped and supported by the deployment of clean, efficient and resource-saving technologies. • The agricultural sector will need to promote natural farming and organic production • Transport in a small island with high population density (6th highest in the world), needs to be sustainable. The possibilities of using a mass transport system, introducing low carbon vehicles, and using biofuels should be explored. • The right mix of enabling conditions is required for the green economy to be attractive to investors and businesses, such as appropriate fiscal measures, laws, norms, know-how and infrastructure. • Managing Disaster Risks with the effects of climate change • Data and monitoring and evaluation frameworks to support evidence-based decision making will have to be strengthened.
