  3. The challenge • Increase in International Travel • Larger Aircraft = more people arriving at the same time • Increased security concerns • Organised crime …more people, more quickly, more securely… 3

  4. Traditional approach Security v Facilitation the needle in the haystack • Greater security has traditionally meant longer • queues • Passengers checked/interviewed on arrival at • port/airport • Blanket approach to screening/identity management 4

  5. Progress to date Project Semaphore • Introduced in December 2004 in partnership with IBM • Pre-screening (20million+) passengers before arrival using API/PNR data • Successful testing of Govt and Carrier systems and processes integration 5

  6. Progress to date Project IRIS • Introduced July 2005 • Registered Traveller Programme • Currently deployed at 8 UK Airport Terminals • 65,000 + people enrolled by end March, • 250,000 + barrier crossings by end March 6

  7. Current situation E-Borders • Currently in procurement • 2 short listed bidders • Contract award expected late summer 2007 7

Key EU initiatives • EURODAC • - stores fingerprints of persons refused entry or • who have claimed asylum • VISA INFORMATION SYSTEM • A system for the exchange of visa application data including biometrics Between Member States • BIOMETRIC MATCHING SYSTEM • - For use across other systems where there is a legal base 8

Key EU initiatives • SCHENGEN INFORMATION SYSTEM II - Will replace existing watchlist functionality and integrate new Member States • REGISTERED TRAVELLER STUDY - using biometrics to facilitate trusted travellers, automate arrival/exit • BI-LATERAL REGISTERED TRAVELLER TRIALS - UK/Netherlands in discussion • FRONTEX - European Agency for the Management of Operational Co-operation at the External Borders 9
