Lead NAAQS • October 15 deadline for final rule in FR – 60 day comment period – instant implementation • Implementation will depend on final NAAQS value and form (0.10 to 0.30 µg/m3 – 2nd highest monthly average over 3 years) • Source oriented (200 to 600 kg/yr) & population exposure (>1,000,000) • 150 – 600 new monitors (mostly source) • Funding – Community Scale Grant $$? • National contract for lab analysis • TSP indicator or PM10 Pb w/ scaling factor • All monitors in place by Jan 1, 2010 or half by Jan 1, 2010 and half by Jan 1, 2011 • States may be allowed to request waivers for some sources, based on improved emissions data, historical data, modeling

Ozone Monitoring Rule • EPA expects final rule in 2009 • Urban areas 50,000 to 350,000 will require ~ 110 new sites (MSA’s w/o design value) • New monitors by 2011, must be included in 2010 network plans • New ozone seasons will start in 2010 • CASTNET sites will be upgraded (not with STAG $) and can be used for compliance, State discretion

Monitoring Strategy • EPA is revising document - will put more emphasis on SLAMS • Revision will include some budget discussion • Revision will include Network Assessment discussion • And, more emphasis on S/L/T meteorological monitoring • Advanced copy of revised document will be sent to the NACAA monitoring committee soon

  5. Other • EPA working on roadmap for NATTS network assessment • CASAC AAMM consultation for PMcoarse speciation planned • Continuous PM speciation method development – pilot tests for 10 cities • Divestment in NO2 monitoring networks is coming • PM2.5 FRM/ARM memo (Wayland) is out • QA handbook draft is out, accepting comments through October • National AQ Monitoring Conference planned for fall 2009
