  2. 1830: Belgium founded as unitary country Over the years: evolution to a complex federal state with 3 regions and 3 communities => more and more jurisdictions have been regionalized (kip-kap of competences) => several institutes, departments, …know how, have been regionalized away 1970 : The University of Liège received a mission to start up Project “Mer-Zee” and to build a Mathematic Model of the North Sea. Professor Jacques Nihoul asked a young engineer to execute this study. This project group has now become the MUMM, 6th Department of the Royal Belgian Institute for Natural Science, and as such reporting to the POD Wetenschapsbeleid, under the supervision of Prime Minister ‘s Offices.

  3. 2003:Master plan of the North sea  Spatial planning of the North sea MUMM received additional responsibilities : MUMM became the responsible Administration (Bestuur) for the environmental permitting processes for all activities executed in the North Sea. A huge know how was build up through environmental impact assessments. Not only permitting processes, also real follow up & administration of huge construction and production activities on the North Sea MUMM / BMM / UGMM • from marine scientists to management Board of permitting AND monitoring of industrial activities offshore A cooperation , a real public-private collaboration avant-la-lettre, was born.

NEW INDUSTRIES ARE CREATED HERE : • Industry of offshore Power Production • => so necessary for our wellfare • => 2.000 MW (> 3 x Doel I) • => 8 bn € investment in our country • => replacing (partly) dangerous or contaminating technologies • => No exhausts during production • => No contamination during production • => No heritage • => no consumption of too rare fuels/raw materials • => recyclable • Equipment design, engineering and production • Installation & Construction • Engineering • Environmental know how • Legal & Insurance know how • Management of Marine Transport • Financing Belgium is TOP

Great interaction – learning from each other • Permitting • EIS by applicant • EIA by MUMM • Permit for construction & exploitation • EIA part of request for • export cable installation permit (Mineco) • Construction & operation • Emergency response plan • Coordination with coast guard – MRCC • Guidance comity – follow up of construction phases • Administration authorized to monitor • permit obligations & conditions Monitoring of impact of wind power plants/all activities on marine environment…

  6. End result: Strong collaboration between scientific institute and offshore wind industry This collaboration and its results can only exist due to the pragmatic and inspired cooperation, an open mind and a lot of ‘out-of-the-box’ thinking, based on science & empiricism, continuous to exist.
