  14. Formula for Implied Powers • Where X = delegated power, Y = Need Congress has to meet X, and Z = new Implied Power • If X exists, Congress may do Y, creating Z.

  15. Impeachment Power Impeach – formally accuse an officeholder of misconduct • Guilty verdict removes the person from power for serious crimes, such as Treason, or betraying one’s country

All treaties, or written agreements between countries, must be approved by the Senate 4. Certain high ranking officials, like Supreme Court Judges, must be approved by the Senate

  24. Especially Forbidden • Suspending the writ of habeas corpus, or the right to be brought to court and charged in order to be held Passing laws applying to actions that already happened – ex post facto • Passing bills of attainder, or laws that send people to prison with no trial
