Follow up on NAPs • NAPs published on SANTE's website (original and EN) • FVO report on NAPs • Exchange of information and discussion with MS delegates -September 2014 • COM Report to European Parliament and Council (Nov 2014) • information communicated by MS in relation to NAPs • methods used and • implications concerning the establishment of different targets to reduce the risks and use of pesticides • Work in progress • NAP are not to be approved by Commission!

Main actions • Training • Professional PPP users, distributors and advisors get proper training • EU countries establish certification systems (Dec 2013) •  support: "Better Training Safer Food" Programme • Sales • PPP sale only by trained people (certificate) • No sale of professional PPPs to people without certificate

Main actions • Inspection of equipment in use • All PAE inspected at least once by 2016, then every 5 years (after 2020 every 3 years) • Harmonised standards for inspection of PAE: EN ISO 16122 (parts 1 to 4) published in OJ (June 2015) •  support: "Better Training Safer Food" Programme • Aerial spraying is prohibited • …but derogations are possible under some conditions. Warning of residents essential.

Main actions • Protection of aquatic environment and drinking water • Preference to PPPs not classified as dangerous for the aquatic environment or not containing priority hazardous substances under water-framework directive • to the most efficient application techniques (e.g. low-drift equipment) • Use of mitigation measures (e.g. buffer zones) • Reduction or elimination of applications along roads, railway lines, very permeable surfaces etc.

Main actions • Integrated pest management • General IPM principles (Annex III) mandatory for professional users since 1 January 2014 (Reg. 1107/2009). • MS to guarantee conditions for IPM (e.g. information tools, advisory services) + incentives • MS to report by 2013 to COM on IPM implementation

  10. Integrated Pest Management (IPM) • IPM ≠ no pesticides • IPM = •  low pesticides input management •  pests and diseases kept at levels which are economically and ecologically justifiable •  healthy crops with least possible disruption to agro-ecosystems

  11. Main actions • Handling, storage, disposal • Recovery and disposal of PPP remnants and packaging according to waste legislation • Storage areas should prevent unwanted releases.

Main actions • Information and awareness raising • Measures to inform the general public • systems to gather information on acute and chronic poisoning • Monitoring – strategic guidance under development • Minimising use or banning of PPP use in critical areas for environmental and health reasons • water, public parcs, schools, protected natural areas, etc.
