Financial Allocation Study for Texas (FAST) In an effort to improve academic achievement and encourage more effective use of public education dollars, the 81st Texas Legislature (2009) enacted provisions in House Bill 3 requiring Comptroller Susan Combs to perform a public education study. “FAST” will include cutting-edge research integrating academic performance measures with financial data to identify school districts and campuses that combine high academic achievement and cost-effective operations. HB 3, Section 39.0821 • The comptroller shall identify school districts and campuses that use resource allocation practices that contribute to high academic achievement and cost-effective operations. In identifying districts and campuses under this section, the comptroller shall: • evaluate existing academic accountability and financial data by integrating the data; • rank the results of the evaluation under Subdivision (1) to identify the relative performance of districts and campuses; and • identify potential areas for district and campus improvement. HB 3, Section 39.0821 • In reviewing resource allocation practices of districts and campuses under this section, the comptroller shall ensure resources are being used for the instruction of students by evaluating: • the operating cost for each student; • the operating cost for each program; and • the staffing cost for each student. Comptroller’s Vision • In meeting requirements of HB 3, school districts and campuses shall be compared in a manner that is fair. • Campuses and districts in Texas exhibit a great deal of variety, and measures developed shall take these differences into account. • A school district or campus cannot be ranked on a single measure. • “Multiple lenses” shall be used comparing similar districts across a range of measures. Web Site Ideas • In addition to the report required by HB 3, the Comptroller’s FAST project will include a Web tool that will allow users to choose which districts or campuses they would like to compare across a variety of academic and financial indicators. • The new measures of student performance and school district efficiency developed to meet the requirements of HB 3 will be included among the indicators available at this new Web site. • The following slides are intended to give you an idea of what such a Web site might look like. These are just example “groupings” by which districts (or campuses) could be filtered. Many more would be available in the final version. User could then select other filters, say, “Size” and “Region”: For our example, we’ll say the user wanted to look at three-year averages for medium-sized districts in Region 2. Timeline • Comptroller staff and consultants are now working with the Technical Teams to develop methodologies. • Academic performance measures, which will be some version of a “value-added” model, will be developed first. • These will be combined with financial measures to give us measures of resource allocation – or efficiency – for districts and campuses, as required by HB 3. • It is important to stress that we will NOT have a single measure of efficiency by which we will rank every district in the state from 1 to 1,030. • The Comptroller understands that, in Texas, the variety of circumstances in which districts across the state operate means that no single measure can be used to compare all districts or campuses.
