Choices About Where and How We Compete in Today’s Economy • Developing countries can not compete on the basis of low labor costs and cheap materials as the long term growth strategy. • The future is a “high skill economy” where one successfully competes on knowledge, skills and creativity. • Without a knowledge-based economy and with the rapid pace of technological advancement and increasing complexity of global interactions, developing countries are facing extinction. • Knowledge economy and knowledge-enabling infrastructure seem the only option to prevent extinction and further help close the gap with developed countries. Choices About Where and How We Compete in Today’s Economy • Regardless of their current status, the most successful economies of the future will be those which excel at generating and disseminating knowledge – and exploiting it commercially. • To become globally competitive, developing countries must invest in knowledge infrastructure to create “disruptive technologies” which enables radical new products and services. • Science is crucial to meeting developing countries economic objectives and must be at the heart of their vision of a high skilled, high value, high wage economy. • When a critical mass of valuable knowledge is created through research collaboration, it can form a basis to seize the unleashed opportunities. Role of Knowledge Economy on Developing Countries • Knowledge by itself does not translate to economic growth. • Knowledge-enabled economy is NOT about a set of new technologies, information technology (although information technology has an is important part), or a narrow set of science based emerging industries (such as biotech). • Knowledge-enabled economy is about: • a set of new sources of competitive advantage and those sources of competitive advantage apply to all industries. • how they apply, why they matter, and how they work out. • how companies and economies compete and how they do so by generating, orchestrating, deploying and exploiting distinctive sources of “know-how." Implications of Knowledge Economy on Iran • Iran, with a large, young, well-educated population, is specifically positioned to be the next knowledge-enabled economy in the region and a showcase for rapid development. • The success or failure of their efforts largely depend on a number of factors including: • Political Stability within the regional and world context. • Continuous assistance and coaching by international community. • Government’s long term vision. • Commitment to research and development. • Speed of technology transfer from research to product or service. • Establishment & enforcement of legal framework and policies. Knowledge Economy- Iran's IT Initiatives • Government’s year 2020 Vision: • “Takfa” is a national plan that defines the vision and mission of the Government for economic development for the next 20 years with heavy stress on information technologies and telecommunications. • Takfa’s goals are defined as: • Enhance prosperity, health, quality of life • Easy, cheep, fast, and affordable dissemination of and access to information. • Increase Government efficiency and effectiveness by automation and integration. • Creation of new jobs. • Promote innovation and technological excellence. My Experience From the Recent Trip to Iran • Was invited by PTT and TCI for a series of seminars on: • PTT Privatization. • Lessons learned from telecom deregulations across the world. • The role of operations support systems on competitiveness. • Mass-scale Broadband access strategies. • Had a series of meetings with ministers, board members, and vice chairs about the knowledge-infrastructure strategies sharing experience gained in other countries. • Presented a proposal for the Mashad e-city project to the mayor of Mashad. • Participated in an e-learning conference and was the key note speaker in Sharif University international information technology conference. • Contributed to the Shahkooh e-village virtual library. Concurrent activity among the eight areas are required from the beginning. Unless all eight are implemented, the desired goals cannot be accomplished Collectively, these milestones require a common underlying management foundation, strategy, collaboration, governance structures, financial investment, human resources, and partnerships. Without this leadership foundation, progress will be limited in overall impact and fragmented at best. My Recent Trip to Iran Observations, Gaps, Needs, Issues • The assumption that social, environmental and economic goals are somehow always and inevitably in conflict with each other. • Firm and sustained commitment to innovation and research. • Solid long term budgeting support. • Strong, visible and sustained leadership to initiate and track programs. • A cohesive mass-scale broadband access strategy and plan. • Accountability of management for delivery, monitoring, and quality of programs. • Awareness of global “best practices” in business modeling, marketing, and alignment of business goals with process, organization, and operations. My Recent Trip to Iran Knowledge Economy- Gaps, Needs, Issues Observations, Gaps, Needs, Issues • Sufficient incremental pilot projects to implement, test, and expand concepts. • Incentive for quality of service or implementation speed (due to the lack of competition). • Heavy red tape and outdated rules. • Access to leading edge software (due to the imposed sanctions. • Clear project ownership. • Mechanisms to rapidly transfer research into technology for eventual application by industry. • Mechanisms for “business performance measurement” and “activity costing”. My Recent Trip to Iran Observations, Gaps, Needs, Issues • Coordinated infrastructure activities across central government departments • Tackling skills gaps with the existing workforce. • Reversing the serious under-representation of women in management and IT jobs. • Transforming beyond “having a website” to the effective use of IT. • Drawing on universities for the mutual advantage of private and public sectors. • Permanent exclusion of a large numbers of people from employment makes it impossible for the economy to reach its full potential. • Taking informed risks. Lessons Learned kowledge Economy Enablers • Sound strategy, long term commitment. • Ability to convert strategy to efficient and measurable action plans, along with enforceablepolicies. • Privatization of key industries. • Investment in the national knowledge infrastructure. • Heavy investment in R&D, education, and people. • Sense of emergency: implement it NOW. • Mechanisms to enable spin-off companies from universities. • Rapid commercialization of research results into leading-edge technologies for eventual application by industry. • High-tech incubators for SB & medium enterprises. • Innovative methods such as “Innovation market”, Industry clusters, and Joint research ventures. Lessons Learned Closing Remarks • Government has a critical role in some areas, but should seize intervention in others. • Not simple, cheap, or fast: • Will be complex, will take time, and will be expensive. • Requires constant upgrade. • Government as pioneer (e-government, projects are good staring points). • Honeycomb structure: science + commercial+ government. • Strong link to business imperative: • A viable business plan. • Focus on export strategy rather than import protection. • Friendly strategies and policies to integrate into global economy. • Management re-skilling.
