Implementation Procedure of Energy Star Program in Japan • Registration procedure • Designated application forms for company registration and product registration should be submitted to METI to participate in this program. • ECCJ is assigned to conduct its related tasks of the program and number of activities by METI. • The role of the industry associations in this program • The industry associations provide their technical observations concerning the products. • The industry associations have discussions on amendments to the specifications.   4. Tasks of ECCJ A. Public Relations Accepting manufacturers’ registration and publishing the list of company names and their products through Internet. Dissemination and promotion of the Energy Star logo utilizing brochures, posters,newspapers, and magazines. B. Surveys Field survey on labeling and description for products and brochure. Survey of market shares (penetration rate) of Energy Star-compliant products. Various surveys aiming at expanding the program to include energy-efficient guidelines for more products besides office equipment: specifically, surveys related to the stock and energy intensity or energy efficiency of some products C. Collecting Information and its Analysis Collecting and analyzing data and information on labeling programs and technologies in countries abroad. ECCJ

Product Search on Web site • List of registered manufacturers and model names (http://www.eccj.or.jp/ene-star/english/search/products.html) • CGI (Common Gateway Interface) is used for our Web site. • How to search for registered products • Select one product among the 8 office equipment products • Select brand name of the product • Select the year of the registered product • Visitors may combine and type in all of the information above. • Visitors may search by “wildcard matching” brand and model names - they can obtain the model list by typing in only the part of the name. Procedure of Computer Series Registration When registering a product that has various numbers of models (e.g., BTO (Build to Order), Customized PC), it is inconvenient to make an application for each model, as so many combinations will occur depending on its system configuration. To avert the inconvenience, a manufacturer is advised to register one name of the basic model as a series name for the series registration. The series registration started in 2000. A set of materials to be submitted: b.Compliant Condition (Used in ECCJ Web site) c.Detailed Compliant Models Data (Used under the management of ECCJ) a. Registration Form (Used for general product application) • Attach “series” at the end of the name of • the model. • A registered company may register the • whole series with one name, or may group • the whole series into several names based • on the product configuration. • (e.g., capacity and combinations of HD • and memory, or other specifications). • All detailed models data of Energy Star • Compliant Models shall be submitted to • ECCJ (e.g., in a Ms-Excel format). • The data will be transformed to a MS-Access • format by ECCJ to retain as searchable data. • Needed in both paper and digital • formats (in a Ms-word format). • Submit a form filled with the • product’s compliant condition, • attached with “a. Registration form”. • The documents will be inserted into • the Web site. Series now registered: ・ 10 registered companies ・ 600 series models ・ 1 million detailed models

Public Activities • Public Relations Dissemination and promotion of the Energy Star logo utilizing brochures, posters, newspapers, and magazines (e.g. achievement for year 2001 ) • Distributing 32,000 copies of brochures to 21,000 sites and 5,700 copies of posters to 5,300 sites, including public offices, schools, and companies • Advertising in 8 newspapers, 13 specialized magazines, and posters in trains Newspaper Poster Brochure ECCJ

Energy Star Program in ENEX • ENEX “Energy and Environment Exhibition” is a comprehensive exhibition held under the theme of "Energy Conservation and New Energies enriching Daily Life.” • This is hosted by ECCJ and NEDO once a year. • The 26th ENEX was held in February 2002 at two sites: in Tokyo and Osaka. We had 60,000 visitors over six days. • Energy Star-compliant products are exhibited • with metering devices to indicate current • power consumption for the promotion of • Energy Star compliant products. The data are obtained through surveys conducted by ECCJ in FY1996 and FY1999. (*2) Multi-function Devices and Scanners have been covered since February 1999.

  15. Procedure to remove product model names from the Web site (1) 1. Listing of the target models ECCJ makes a list of models that have been on the Web site for more than four years and presents it to the industry associations and non-member registered companies. 2. Distribution of the list The industry associations distribute the list to the respective member companies. 3. Selection of specific models to be removed Each registered company checks the list and selects the specific models to be removed, and reports to the industry associations. ECCJ

Submission of the model names to be removed The industry associations collect the lists from respective member companies and submit them to ECCJ. (Non-member companies submit them directly to ECCJ.) 5. Removal of models from the Web site ECCJ removes the models from the Web site, not from its original database, in accordance with the submitted list. 6. Recounting of the official number of registered models The official number of the models that ECCJ announces to the public is the number of the models listed on the Web site. The removed models from the Web site are no longer counted. ECCJ

Overview of Energy-saving Labeling Program • Under the current “Energy Efficiency Law” in Japan, manufacturers are obligated to display the information of a product, such as product name, model name, energy efficiency rate, and power consumption for the designated products. • The objective is to help consumers readily compare and choose energy efficient products when purchasing. “Energy-saving Labeling Program,” which has been implemented since August in 2000, serves as a complement to the obligation under the Law. • It is introduced as a tool for consumers to actually make a relative comparison of the energy efficiency of the products. • This program has covered only home electronic appliances. • Electric appliances for business use are not covered, because, in most companies, a purchasing administration department whose staffs have expertise in energy efficiency is assigned to choose and purchase energy efficient products. • Currently, “Energy–saving Labeling Program” is promoted as a voluntary program based on JIS (Japanese Industrial Standards). • Japanese government will consider expanding Top Runner program in accordance with additional product items.

Various programs related to energy-saving in electrical appliances and office equipment in Japan Law on Promoting Green Purchasing This law stipulates basic items for encouraging the national government and independent administrative organizations to purchase products (eco-friendly goods) that are beneficial in reducing the burden on our environment. The target products <Specified items for purchase> (101 products in total of 14 items) Energy Conservation Law This law obligates those involved in the manufacture and import of energy-consuming equipment to improve the equipment’s energy efficiency. Eco Mark Program The Japan Environment Association, under the direction of Japanese Ministry of the Environment, is conducting this project in order to achieve the diffusion and education of products that protect the environment. The mark is labeled on products recognized as being environment-friendly.
