Legislation 2012 Bill 12 – Teachers Act • BC College of Teachers disolved – January 9, 2012 • Hybrid regulatory model based on shared responsibility among education partners • Based on foundational principles: • Public interest • Transparency Bill 22 – Education Improvement Act • Class size & composition return to scope of bargaining July 2013 • Simplified administrative requirements for class size and composition • Learning Improvement Fund established

Personalized Learning: What we’ve done • Educated Citizen • Early Years (K assessment) • Curriculum and Assessment Framework • Support for Innovation • Action research / Invitation to Think Differently • New graduation rate, co-created with your colleagues, to account for every student • The “Provincial Conversation”

  6. Personalized Learning: Curriculum This fall: • Regional meetings to review initial drafts of K-9 curriculum and develop support materials: • Set up a provincial curriculum advisory process • Continue with curriculum drafting • Begin the development of curriculum support materials

  7. Personalized Learning: Learning Continua– Development • Continua development to be modeled on performance standard developments and involve districts/regions • Field development will be staggered and will include a validation stage.

Personalized Learning: And…Innovations for Communicating Student Learning Innovations to pursue: • Reporting on higher-level learning standards inclusive of competencies • Using performance standards language to communicate student learning in lieu of letter grades • Use of technology to support communication of learning

Flexibility and Choice: Legislation Bill 36 – School Amendment Act • Elimination of the standard school calendar • New school calendar regulation – target date Fall 2012 • Regulation will prescribe minimum number of hours of instruction “offered” vs “provided” to each student to enable flexibility • Simple process to ensure compliance with regulation. • Enabled a mix of DL and bricks and mortar learning for K-9: – to be brought into force by regulation after consultation with sector.

  17. Quality Teaching and Learning What have we done? • The “Six district Project” – SD 08, 43, 45, 61 and 64. • Supported a new model of Professional engagement/development through bargaining

Quality Teaching and Learning What have we done? • Began discussion with ABCDE (Deans of Education) and TRB (Teacher Regulation Branch) about teacher education programs. • Worked with BCPSEA on a Human Resources strategy. • Supported bargaining objectives to reframe the teacher evaluation process and promote professional growth.

  19. Quality Teaching and Learning What do we intend to do? • Support principals with training in supervisory skill and practice in support of teachers. • Engage teachers in the transition to personalized learning. • Engage universities in a discussion of teacher preparation programs.

Technology– Provinicial Technology Review • Based on recommendations, we are proceeding with a number of projects that will help establish standards that all districts will use. • Those projects are: • Common email, communications and • Private Cloud and Data Centre • Document/Print Management • These will be ramped up as the school year begins with recommendations expected back by January 2013

Technology: Open Data What you can expect: • More data released through OpenDataBC • Achievement data • Class size data • Independent School data • Capital and Seismic data • Sub-population ata released through OpenDataBC • Data for transitions and completion • Release of data and information from the Teacher Regulation Branch • More consumable representations of data and information

The Year Ahead: New Focus– Changing Results for Young Readers • Increase the number of BC children who are successful, engaged readers; • Superintendent of Reading – Maureen Dockendorf • Use current research to understand what fosters reading success; • Implement Provincial Framework; • Early Reading Advisory and Support Team

  26. The Year Ahead: New Focus– Special Needs • Early Intervention Approach • Improved Transitions for students with special needs • Work with 10 Districts

  27. The Year Ahead: Large Scale Assessment– Re-envisioning Science 10 • Provide an opportunity to develop an alternative assessment model; • Construct assessments that could serve as an alternative to the provincial Science 10 exam; • Possible piloting for the June 2013session.

The Year Ahead: Trades • About4,000out of 40,000grade 12 students take trades or technical training after graduation. • Targets to increase trade seats and dual credit programs (50% over current levels). • New pathways to graduation and certification that better recognizes trades training. • Build stronger partnerships between school districts, local industry, and PSIs

New Priorities: Anti-BullyingERASE Bullying Strategy A five-year, training program for educators and community partners New online tools, including a Smartphone app, for kids to report bullying anonymously. Safe school coordinators in every school district. Stronger codes of conduct for schools. Provincial guidelines for threat assessments.

  30. New Priorities: Anti-BullyingERASE Bullying Strategy New online resources for parents. Formal protocols. Provincial advisory committee from police, school and social agency partners. Provincial teacher professional development on anti-bullying Training for pre-service teachers.

The Year Ahead: Shared Service Delivery • Objective: to determine opportunities for further exploration, – in addition to: • Joint tendering and purchasing of school buses; • Centralized Worksafe BC claims; • Reducing rates charged for voice services to school districts under the provincially negotiated TELUS contract

The Year Ahead: Shared Service Delivery– Opportunities • Opportunities for shared services which will be further explored include: • Enhance common purchase of goods service and technology • Procurement of white fleet and fuel • Human resource systems and services related to attendance support and wellness, and payroll • Legal services

  33. The Year Ahead: Shared Service Delivery– Opportunities • Communication of Deloitte report findings and focus for implementation by end of August • Establish field based steering committee • Establish program and project leads • Develop implementation roadmap

Upcoming Opportunities for Input Teacher Regulation • Ongoing outreach meetings with employers and education stakeholders on the role of the TRB and the new regulatory model • Presenting at the BCSSA Fall Conference: Nov 2012 • Regular bilateral meetings with the Association of BC Deans of Education Curriculum and Assessment • Gathering feedback on all developments through various means (e.g., focus groups, online methods etc.):Fall 2012 • Field development in all curricular areas including support material development: Sept 2012 - June 2013 • Development of prototype competencies continua and sample tasks: Nov 2012 - March 2013 • Regional graduation program reviews and Advisory group sessions: Sept - Dec 2012 • Exploring alternative graduation assessments (e.g., Science 10): Sept 2012 - June 2013 • Provincial curriculum advisory process: Fall 2012
