TransPAC Objectives A high bandwidth international Internet network service supporting research applications and collaborations between research and education (R&E) institutions in APAN and HPIIS-authorized institutions in the United States including both vBNS Authorized Institutions and vBNS Partner Institutions.

  3. TransPAC Objectives TransPAC objectives are framed by the NSF High Performance International Internet Services solicitation NSF97-106.

  4. TransPAC Objectives “The [NSF] seeks to assist the U.S [R&E] community in meeting its needs for next generation international Internet services. The goal is to provide the basis for the development of next generation applications supporting international collaborations and enabling interaction with global information and experimental resources.” -- NSF97-106

  5. TransPAC Objectives “HPIIS will seek high-performance connectivity between the NSF’s very High Speed Backbone Network Service (vBNS) and high performance networks of major international research partners.” -- NSF97-106

  6. TransPAC Objectives “Consistent with the [AUP] for the vBNS, HPIIS will be reserved for use by HPIIS-authorized R&E institutions, both U.S. and foreign […]. U.S. HPIIS-authorized R&E institutions will include [vAIs] that have received high performance Internet connection awards from NSF and [vPIs] such as U.S. Government research laboratories that may be interconnected with the vBNS.” -- NSF97-106

TransPAC Objectives TransPAC proposal, section C.1.6 TransPAC Institutional Qualification/Authorization Process: “The primary goal of the TransPAC project and the network underlying that project is to support high performance computing and communications applications and research between APAN institutions and the vBNS Authorized Institutions.”

  9. TransPAC Authorization • Criteria • Use is permitted only for authorized educational institutions and national research laboratories conducting meritorious high performance applications. Use of TransPAC by commercial organizations is not permitted without explicit approval of both the NSF and STA. • An institution’s use of the TransPAC network must be in support of the TransPAC goal to support high performance computing and communications applications and research.

  10. TransPAC Authorization • Criteria (cont.) • The TransPAC network is not to be used for general Internet connectivity. As such, TransPAC institutions should maintain separate Internet connection for commodity traffic or insure by other means that TransPAC facilities are not used for commodity Internet traffic. • An institution’s use of the TransPAC network must not run counter to the AUP of any transited networks.

TransPAC Authorization • Process • An institution submits an application to the TMC for access to TransPAC resources. • The TMC, in consultation with other TransPAC committees such as the USG, TCC, and other partner organizations determines whether the application is or is not meritorious. • If the application fails to meet one or more TransPAC criteria the application will be returned to the investigator with appropriate comments.

  12. TransPAC Authorization • Process (cont.) • If the application is found to meet all criteria, the TransPAC TCC and the TransPAC NOC will be notified that a new organization will be utilizing TransPAC resources. At this point, the resource allocation and scheduling processes can begin.

  13. TransPAC Authorization • All vAI are members of a class of institutions which is TransPAC-authorized • APAN institutions are authorized by the TMC • vPI are authorized by the TMC

Tracking Applications • Authorizations to use TransPAC are granted based upon meritorious high-performance applications and collaborations. • The objective of TransPAC is to enable these applications. • The effectiveness measure of TransPAC is the degree of success in enabling applications. • TransPAC management needs to track the applications.

  18. Issues • Tracking applications • Are NREN authorizations by class (network) or by list (institution)? • Is policy routing required for NREN connection? • What is a reasonable bandwidth allocation for NREN activities?
