Technology Investment Tax Credit (TITC)www.odod.state.oh.us/tech/titc • Ohio Technology Companies < $2.5M in net book value or revenue during last fiscal year • >50% employees and assets in Ohio • Approved investors into approved companies receive 25% tax credit • Investor not an insider & > 5% of ownership or control. • Each investment up to $250K, $1.5M total investments per company • Apply through Edison Center

Definition of Technology Company • Qualified Technology Company activities: • Research & development, Technology Transfer, Bio-technology, Information Technology, applying new technology • Excluded: • Service companies (engineering, accounting, etc.), consultants, financial companies, farms, hotels, restaurants, hospitals, nursing homes, and similar type businesses

Distressed and EDGE • 30% credit for investment into companies in distressed counties • 30% credit for EDGE companies (A business assistance program for socially and economically disadvantaged business enterprises with the goal of Encouraging Diversity Growth and Equity in Ohio's marketplace. Certification through Ohio DAS) • Each investment up to $300K, $1.5M total per company

The truth is: Despite what Matthew Lesko’s advertisements suggest: • We know of no grants to individuals. • There are no State of Ohio business start-up grants. • There are very few State of Ohio grants to companies. • Federal grants are not free money! They are competitively awarded and require compliance to statements of work.

How SBIR/STTR Work • Agencies have mission needs and R&D $$ • Agencies issue solicitations • Small businesses submit 25 page proposals by solicitation closing dates • Agencies review proposals, select winning proposals and negotiate agreements within 6 months of the closing date • Small business awardees commence R&D efforts

SBIR - Three Phase Process • Phase I – Feasibility/Proof of Concept • Generally 6 month effort • Up to $100K in SBIR funding • No more than 33% subcontracted • Phase II - Full R&D/Prototype • Generally 2 year effort • Up to $750K in SBIR funding • No more than 50% subcontracted • Phase III - Commercialization • No SBIR funding

STTR Program • Small Business Technology Transfer – small business must collaborate with non-profit research institution • Phase I – Feasibility/Proof of Concept • 1 year effort • Up to $100K in STTR funding • No more than 30% subcontracted • Phase II - Full R&D/Prototype • 2 year effort • Up to $750K in STTR funding • Phase III - Commercialization • No STTR funding New!!
