What are NSF’s Responsibilities? NSF Act of 1950 NSF was charged to initiate and support: • Basic scientific research and research fundamental to the engineering process • Programs to strengthen S&E research potential • S&E education programs at all levels and in all fields of S&E • An information base on S&E appropriate for development of national and international policy.
About the NSF • Sponsors extramural scientific research in all areas of math, science, engineering and education • Supports education and training at all levels • Ensures a world-class science, engineering and technology workforce for the U.S. • Promotes public understanding of science, engineering and math
National Science Foundation National Science Board Inspector General • Offices • Cyberinfrastructure • Integrative Activities • International S&E • Polar Programs Director Deputy Director Computer & Info. Science & Engineering Mathematical & Physical Sciences Biological Sciences Geosciences Engineering Social, Behavioral, and Economic Sciences Budget, Finance & Award Management Information Resource Management Education & Human Resources
Goals: Discovery Infrastructure Learning Stewardship Core Values: Visionary Dedicated to Excellence Broadly Inclusive Accountable NSF Strategic Plan Key Strategies Integration of Research and Education Broadening Participation
Funding Opportunities • Unsolicited Proposals in Core Programs • Solicited Proposals for Specific Programs
Unsolicited Proposals • Can be on almost any topic • But note that NSF generally does not consider disease-related research proposals • Variety of types: • Regular research projects • EAGER/RAPID • Conferences • Can be submitted almost anywhere within NSF
Solicited Proposals • Some programs solicit specific types of proposals: • Center grants- S&T centers, MRSECs, ERCs • Training grants- IGERT, REU sites, GK12 • Instrumentation grants - MRI • Priority areas (e.g., Cyber-enabled Discovery and Innovation) • Grants for Broadening Participation • Research at Undergraduate Institutions • CAREER
NSF invests in the best ideas from the most capable people, determined by competitive merit review Two Merit Review Criteria: Intellectual Merit Broader Impact
How Does NSF Identify Reviewers? • Program Director’s knowledge • NSF reviewer database • Professional society meetings • Professional journals • Literature cited in the proposal • Suggestions by the PI • Volunteers
FY 2010 Budget Request FY2010 Budget Request: ~$7B (8.5% increase over FY 2009)
FY 2010 Budget Highlights • Increases support for graduate research fellowships and for early-career researchers • Increases support for the education of technicians in high-technology fields • Encourages more novel high-risk, high-reward research proposals • Increases support for critical research priorities in global climate change
Selected FY 2010 Priorities • Cyber-enabled Discovery and Innovation • Climate Research • Cybersecurity • Regaining our Energy Science and Engineering Edge • Science and Engineering Beyond Moore’s Law
