HKC Lead Remediation Program • What is the HKC Lead Remediation Program? • Three-year project to make up to 600 units lead safe in six targeted block groups in low-income communities. • The remediation will result in a RI Lead Safe Certificate. • Who is Involved? • CLEARCorps USA will manage the project enlisting the local participating organizations: • For Enrollment: Childhood Lead Action Project (the Project) and Blackstone Valley Community Action Program (BVCAP) • For Remediation: Realty Endeavors for Affordable Community Housing (REACH), West Elmwood Housing Development Association (WEHDC), and CLEARCorps RI. • The program is developed and funded by the Healthy Kids Collaborative, a state-wide lead safety initiative in RI, funded by DuPont, and conducted as a partnership between the Children’s Health Forum and the RI Attorney General Patrick Lynch with input and guidance of community leaders. • For More Information: • For more information, including applications, maps of target areas, and updates, go to www.clearcorps.org/HKC • In Pawtucket, Central Falls or Woonsocket contact the Blackstone Valley Community Action Program (BVCAP) at: 401.723. 4520 ext. 260 • In Providence or areas outside of the designated block groups, contact the Childhood Lead Action Project (the Project) at 401.785.1310 ext. 202
HKC Lead Remediation Program Benefits of the program: • All qualifying apartment units or homes will gain a State of RI Lead Safe Certificate • Units will receive inspections for lead before the work to assess lead hazards and after the work to prove lead safety • CLEARCorps USA and its Rhode Island Partners will identify and remediate lead hazards in accordance to Federal and State Regulations • Participants will receive relocation assistance for the duration of the work. • Participants will learn how to protect their children from lead poisoning. They will also learn how to maintain their lead safe environment. • Participants will also receive referrals for other state programs and community resources for additional home repairs. • Participating families will be referred to a lead center for additional education on lead safety, testing, or other associated services.
HKC Lead Remediation Program Qualifications for Admission: • Tenants will qualify as low-income; the household income must be below Housing and Urban Development (HUD) guidelines in Rhode Island. Participants will be expected to provide income verification. • Units must be currently occupied: either by the owner or tenant. • Units occupied with children 6 years old and younger are prioritized. Also, units that have visiting children 6 and younger (for a significant amount of time) or are home based day cares may qualify. • Units will be in six specific block groups in Providence, Pawtucket, Central Falls and Woonsocket. • Units built before 1950 are prioritized. • Units must be structurally intact and meet code requirements, including the legal number of units for the structure. • Foreclosed properties do not qualify for the program.
