  2. Table of Contents • ITU-D Istanbul Action Plan (2003-2006) • Challenges of Change • IP satellite and Connectivity in Developing Countries • Conclusion

  3. Programme 1: Regulatory reform Programme 2 : Technologies and telecommunication /ICT network development Programme 3 : E-strategies and e-services/applications Programme 4 : Economics and finance, including costs and tariffs Programme 5 : Human capacity-building Programme 6 : Special programme for Least Developed Countries 1. Istanbul Action Plan (2003-2006)

  4. 2. Challenges of Change • Mobile overtakes fixed-lines (Uganda)

  5. Broadband IP Broadband brings convergence, and convergence brings change ... IP Telephony

  6. …Can TV companies provide Telephony? …Can Telecommunication companies provide TV services? Source: ITU, Telecommunication Regulatory Survey, 2000 (Data includes all Member States that responded to the survey) …Competition …Broadband Wireless Access

  7. Africa and South Atlantic Area: Route Map for SAT-3/WASC/ Africa, Europe and Indian Arabic Area: SEA-ME-WE 3 (part) Europe, Senegal and South America: References Atlantis-2 (part)

  8. 3. IP satellite and Connectivity in Developing Countries Outline of a typical Internet Node in Developing Countries

  9. Intelsat and the International Telecommunication Union (ITU) signed a Memorandum of Understanding (MOU) in October 1999 to promote and develop Universal Access in rural and isolated areas.

  10. MMDS one way MMDS Access (Microwave Multipoint Distribution System)

  11. Next Generation of Multi-point Wireless Ethernet System Six Base Stations provide 360-degree coverage, delivering up to 360 Mbps per hub site, and connections to Service Providers. The point-to-multipoint communications may range to 13 Km. • IP Applications • Voice over IP offers considerable potential for both traditional carriers and new Internet Service Providers. • Converged voice and data networks allow a more efficient use of infrastructure and considerable cost reductions.

  12. Transformer (MV/LV) (10-30KV/ 0.4-0.110KV) Transformer Station (HV/MV) (110-380/10-30KV) up to 4.5 Mbps up to 45 Mbps FiberBackbone Low Voltage Network IP Connectivity and PLC (Power Line Communication) Medium Voltage Cable

  13. ITU - Intelsat MoU • MoU objectives: • Establish a framework for cooperation and encourage other leaders in the communications industry worldwide to join their efforts. (Based on non exclusive partnership). • Develop a program to assess the technical and financial needs of rural and isolated areas. • Recommend satellite-based pilot programs for the development of commercial communications infrastructure. Solution Set: 1) Simple PSTN Extension 2) Hybrid Voice & Internet 3) High Speed Internet Access

  14. COSTA RICA IP Network covering the territory of the country 100’000 customers (IP penetration : 0.4 per inhabitant)

  15. CHAD

  16. 4. Conclusion "The ITU’s Telecommunication Development Bureau has well-established programmes of activities to facilitate connectivity and access, foster policy, regulatory and network readiness, expand human capacity through training programmes, formulate financing strategies and e-enable enterprises in developing countries. This is indeed a winning combination for bridging the Digital Divide." Mr. Hamadoun I. TOURE, Director, BDT BDT is collaborating with ITU Member States and ITU-D sector members to promote and implement Universal Access to telecommunications through the accelerated deployment of cost-effective and reliable satellite-based telecommunications networks that will increase teledensity and extend IP and Broadband Connectivity to underserved populations .
