  1. President's Report Congress XV Aeronautical Meteorology

Structure of CAeM • CAEM XII in 2002 created 2 OPAGs, 8 Expert Teams and two Rapporteurs • Structure was based on other Commissions and the need to meet requirements of the 6LTP • Regular budget resources were vastly insufficient to support this structure • CAEM XIII refocused activities, reduced overlap with other Commissions • Currently no OPAGs, 3 ET's, an Expert Network and one rapporteur

Budget Situation • Regular budget is extremely limited. • CAEM only appears under one Expected Result in the SOP • EC requested SG “to endeavour to provide increased resources” to the AEMP(pending). • Extra funds were provided in the past for training in QMS, Cost recovery, science training and the conduct of a Technical Conference prior to CAEM XIII • Member surveys indicate positive impacts of these events

Training • WMO responsible for training of aeronautical meteorologists according to Working Arrangements with ICAO • New website available www.caem.wmo.int • Contains increasing amounts of material, arranged by subject matter. • Progress was possible due to a dedicated and continuing Expert Team that was able to meet once during the current budgetary period

WMO 258 – Classification of Meteorological Personnel • Have published a supplement to relate to aeronautical meteorologists • Not all NMHS have Class 1 personnel writing aviation forecasts • Training curricula are being developed that will help Members transition personnel to Class 1 equivalency • Challenges (e.g. Who will certify equivalency) and costs remain for Members in this position

Cost Recovery • Issue has moved on from basic training on cost recovery principles – Members generally have the knowledge and tools • Roadblocks where they exist are often within governments • ICAO/WMO willing to undertake joint missions to help resolve internal conflicts, however ICAO requires a significant up-front payment for expenses • CAeM feels the Secretary General of WMO could assist in several ways • Direct intervention • Discussions with ICAO on up-front costs • Discussions during visits to Members

Customer Focus • Pressure is on aeronautical meteorology to support more than airline pilots • Air Traffic Control and all forms of airport management (e.g. Traffic, environment, passenger reactions) are recognizing the impact of weather • Our current user-defined products (e.g. TAFS) cannot meet the needs of these new users • Have formed a new Expert Team to look at the situation with ICAO support

Regional Associations • There is increasing pressure on airspace usage in many areas of the world • These is causing reviews of how airspace is managed, redefining Flight Information Regions and looking at who will issue SIGMETS and AIRMETS • These discussions vary from region to region • CAEM believes that RA's must, with our support, become directly involved with regional ICAO bodies

  9. Relation of CAEM to WMO Strategic Plan • As noted CAeM does not appear in Expected Result 6 • CAeM needs to contribute to DPM (Pilot Project) • CAeM very much needs to contribute to the support to LDC in training and cost recovery • In many LDC aeronautical meteorology is the major or only source of revenue for the NMHS • We are unable to contribute under the current regular budget
