  2. Presentation Outline • Who are Business and Health coalitions? • What is the Value Based Purchasing agenda? • What is the NBCH BTE Initiative? • What is the relevance of RHIOs/HIEs to the coalition/employer community? • Can BTE become a “sweet spot” for Business Coalition - HIE collaboration?

  3. Who are Business and Health Coalitions? • Started in late 1970s • Expanded in 1980s, early 1990s, corresponding with rising employer costs • Currently 80 coalitions, in 41 states • 7,000 participating employers, 25 million lives

  4. Common Mission • To advance high quality, affordable health care • With a community focus • And through collective employer action

  5. What is the Value Based Purchasing agenda? A demand side strategy of: • Standardized performance measurement • Transparency and public reporting • Payment reform • Consumer activation/informed consumer choice For the end goal of continuous quality improvement

Coalitions in Action: A Snapshot • Quality Counts – The Alliance • California P4P - Pacific Business Group on Health & Integrated Healthcare Assoc • eValue8 – New York Business Group on Health • Save Lives, Save Dollars – Greater Detroit Area Health Council • Smart Buy Alliance - Buyers Health Care Action Group

  7. What is the NBCH BTE Initiative? • National distribution network for coalition-led BTE efforts • National NBCH - BTE licensing agreement • Implementation sites: Colorado, Minnesota, Arkansas, Georgia • NBCH provides technical assistance and the establishment of an ongoing learning network

What is the relevance of HIEs to the Coalition/Employer Community? • Both have clear focus on health system reform at the community level. • Some high level understanding that HIT infrastructure has potential to enable higher quality, greater efficiency and population care management. But where is the evidence? • And will HIEs become a community based infrastructure to support the value based purchasing agenda of coalitions/employers? • Unanswered questions- multi-stakeholder dialogue needed.

  9. Can BTE become a “sweet spot” for Business Coalition-HIE collaboration? • eHI partnership with BTE is a clear signal that VBP is on the agenda • HIEs have potential to build a community database of clinical “money measures” not available through claims • For the purpose of powering BTE’s performance-based payment and choice strategy • Can we execute on the vision?
