  2. CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN Census • The United States has collected data about its population since 1790 and continues to collect data every 10 years. Currently, the National Archives has the 1790 to 1940 census records available to the public. • Article 1, Section 2 of the Constitution calls for an “enumeration” to be made of the populace “within every subsequent term of 10 years.”  • The Census is used – among other things – to apportion political power. www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN Michigan • Only state that lost population during the last census period. • From 2000 to 2010, Michigan’s population fell 0.6 percent, from 9,938,444 to 9,883,640, a decline that experts largely attributed to job losses in the auto industry. • Every other state in the country grew that decade, led by Texas, which gained 4.3 million people, and California, which gained 3.4 million. • Based on data (property tax records, school enrollment, purchased mailing lists, aerial scans) – only 80% of Michigan Residents participated in the 2010 Census. www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN What’s At Stake • Accurate census data are essential for the fair distribution of the country’s 435 congressional seats and for the fair allocation of government resources • Michigan is at risk of losing another seat this time • More than 15 billion federal and state program dollars were distributed to Michigan communities annually based on census data • This is particularly important for Michigan because about 42% of our state budget relies on federal funding www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN Moving to online • Will save $5.2 Billion Tax Payer Dollars • Every person that completes their census online decreases the need for a Census Taker to knock on their door • People will be able to respond from any device – anywhere – instead of responding to a paper form that arrived in their mailbox • Response rate should go up & Costs should go down • Be more inclusive (languages and vision impairments can be addressed) www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN But there are huge risks • People who don’t have access to the internet (“dead” spots in our community) • People who fear technology • People who fear the security of their information being transmitted through the internet • A new system – with little time to test and 10 years to live with the results www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN Citizenship Question • The Citizenship Question was removed in 1950 • The Supreme Court is deciding if the Citizenship Question will be allowed • If the Citizenship Question is added research suggests an estimated up to 6% will refuse to complete the Census. www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN • 16 Largest Programs • Highway planning and construction, Head Start, special education, free and reduced-price lunch programs, WIC (the Special Supplemental Nutrition Program for Women, Infants, and Children) and CHIP (the Children’s Health Insurance Program) • Under current funding figures, Michigan would lose $1,800 of federal funds per year for every person not counted • As an example if just 5,000 children were missed in a community that would be loss of $90 million – 5,000 X 1,800 X 10 – because we have to live the count for 10 years www.becountedmi2020.com

  12. CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN WHAT’S AT STAKE? THERE IS STRENGTH IN NUMBERSThe more people counted means more money and power for Michigan residents at home and in Washington. What’s at stake: • Michigan stands to lose $1,800 per person per year of federal funding to support programs that use Census data.  • Census data are used by public officials to determine distribution of federal funds for programs, including: Title l and Special Education grants; Foster Care and Child Care grants; Section 8 Vouchers; K-12 Education; and Head Start/Early Start, among others.  • Michigan stands to lose another Congressional seat and a reduction in the number of electoral college votes – reduced representation at the federal level. • Federal funding for infrastructure programs, including rebuilding roads, highways and bridges. • An inaccurate Census count means the hard-to-count populations will rely more heavily on nonprofit organizations for services. www.becountedmi2020.com

CENSUS2020 MICHIGAN NONPROFITS COUNT CAMPAIGN • Current Challenges • US Census Bureau has been directed to spend less on the census than last time • Internet First Model • While it’s convenient for some, internet access is a problem for a lot of our citizens including seniorsThere are privacy and cyber-security concerns • 50% reduction in Census bureau offices and field workers • For the 2020 Census, there are 5 local offices placed in Michigan – Macomb County, Oakland County, Detroit, Lansing and Midland • Distrust in government is at a very high level www.becountedmi2020.com
