Ontario Education Number (OEN) Extension Project OEN is a unique, numerical identifier assigned by the Ministry of Education to elementary/secondary students MTCU is working with colleges and universities to extend the use of OEN in the postsecondary sector and (if feasible) to the employment and training sector The OEN Extension Project makes available to institutions a validation and verification model for student records that already have an OEN, and provides a mechanism for colleges and universities to request that an OEN be assigned to students who do not have one The project builds on the existing OEN registry in collaboration with the Ontario Ministry of Education, and MTCU works closely with universities, colleges and the Ontario College Application Services (OCAS) This initiative is one of the MTCU’s priorities, is an integral part of the success of the Ministry and sector data collection work and has potential to support innovation and transformation in the sector

Assignment Progress Report Total new OENs assigned by PSE sector to date approx: 351,000 (Current as of April 19, 2013) OENs have been assigned to full and part time students enrolled in undergraduate and graduate programs, including out of province and international students Activity includes OENs assigned to full and part time students Source: ESAB – Count of OEN Assigned

Current Status Colleges • 86% of full time student records submitted by colleges included the OEN • All colleges reported OENs for their students • Total OENs submitted : 184,766 Universities • 82% of student records submitted by universities included the OEN • All universities reported OENs for their students • Total OENs submitted : 400,937 *Preliminary Data from PFIS-CSER as of April 24, 2013

Policy and Research Implications The extension of the collection of student level data, including the OEN, will assist in developing a better evidence base for the Ministry and for the sector When fully implemented, the OEN will improve the ability to measure and promote student success by: providing more meaningful and accurate measures of student flows and outcomes informing tracking and research related to student pathways improving data for evaluation, financial monitoring, planning and policy development The value of OEN-based data will increase over time as more student cohorts that have OENs progress through the system I am looking forward to hearing the presentations and wishing all of us interesting and productive conversations on some of the key issues of the Ontario postsecondary education
