John Kavanagh • Relating to campaign contribution, expenses, and petition circulation • The SOS is required to provide a system for registered voters to sign a nomination petition and a citizens Clean Elections five dollar donation qualification form for statewide and legislative candidates through a secure internet portal. • Candidates may collect up to one-half of required signatures using the online system. • The SOS is required to provide training materials for circulators of statewide initiatives, referendum, or recall petitions. • Moves the PPE to Tuesday following March 15th (Permits Gov. to hold PPE at a later date, if needed). • Prop 105– Section 16-316 in HB 2107 requires a ¾ majority vote in each chamber of the Legislature for passage • Greatly expands on the registration of circulators and provides new avenues for challenge and removal – Section 19-118. HB 2126 municipal annexation; size; exception • Provisions: • Adds new section of law to further define what is “contiguous” . . . and repeals this section at the end of the year. • Clarifies qualification with regard to residing in district “on the 29th day before the election”. • Adds a piece of session law to direct how the “majority vote calculation” is to be determined for 2014 and 2015. • Bill Status Overview: • Laws 2014, chapter 256
