  1. COGEN ChallengeThe European information campaign on small-scale cogeneration Stefan Craenen COGEN Europe www.cogeneurope.eu

  2. Overriding goals of the information campaign THE GOALS • Raise the awareness of small-scale cogeneration • Enhance local and regional capacity • Transfer of know-how and good practice • Facilitate a significant number of new projects • Support the implementation of the Cogeneration Directive Timeframe • Duration of the COGEN Challenge project was 36 months • (1 January 2005 – 31 December 2007) • The information campaign took 18 months and started in January 2006

  3. Main achievements of the information campaign THE TOOLS • Five regional support facilities • National and European seminars • Projects documentation (1,000 CHP projects in 25 countries) • Directory of suppliers and developers • Basic information material • Easy-to-use calculation tool • Internet platform http://www.cogen-challenge.org

  4. In evaluating the campaign the project consortium has drawn the following conclusions and recommendations Cogeneration technology works, small-scale cogeneration can be found all over Europe and the Showcase proves this (more than 1,000 units) There are big differences in Europe between governmental approaches and support schemes Still too complex for people (investment and maintenance costs) and many barriers still exist (administrative burden, connection issues) OUTCOME Main conclusions Main recommendations • There is huge potential for small-scale cogeneration. The 27 EU Member States should be more active in exploring this and provide better support • There is a huge need for further promotion of cogeneration (visibility) with a special focus on biomass (solid, liquid and gaseous) • European approach (e.g. in connection standards and rules) would greatly benefit the growth of small- scale cogeneration
