Policy of ADS-B in CHINA • September 2008,  CAAC  released Advisory Circular IB-FS-2008-002 “Automatic dependent surveillance-broadcast (ADS-B) in the flight operations ” • May 2010, CAAC released Advisory Circular  AC-91-FS/AA-2010-14 “1090ES  Automatic dependent surveillance-broadcast  airworthiness and operational approval guide  in the absence of radar ” • November 2011 , CAAC released Advisory Circular AC-93-TM-2011-01 “ATC operating procedures of Automatic dependent surveillance-broadcast(ADS-B)” • “TechnicalStandards for 1090 MHz Extended Squitter Automatic Dependent Surveillance – Broadcast (ADS-B) Receiver”

  3. ADS-BGround Stations Equipment •  In September 2009,  ADS-B ground station made by TEDC was used in  Chengdu ,and completed a  comparison test with Sensis' ADS-B ground station. • The test results shown that the main technical indicators of the TEDC ADS-B ground equipment and Sensis  ADS-B receiver is quite similar. • The performance of TEDC ADS-B ground receiver provides better sensitivity.

  4. ADS-BGround Station Equipment • In February 2012,  CAAC issued  license for the  ADS-B 2000A  ground station (made by TEDC). It's the first  license of ADS-B ground station equipment issued for national vender in China. • CAAC issued a license, indicating that the ADS-B 2000A technology has matured and is ready for deployment

  6. Cheng Du-JiuZhaigou project Chengdu Jiuzhaigou ADS-B project is the first ADS-B project in China which completed the installation on 08MAR2008. It is mainly used for the experiment and evaluation of the ADS-B technology. • The Receiver is provide by Sensis. • The evaluation mainly contains : • Accuracy evaluation • Speed info evaluation • Heading info evaluation • Pseudo target rate evaluation • Position report evaluation • Data link evaluation

ChengDu-Jiu Zhaigou project • Chengdu - Jiuzhaigou project to compare the ADS-B and radar data, concluded that: • Accuracy, integrity, pseudo-target rate, reliability, continuity of the position report, dispersion, error characteristics, the ADS-B data is better than the Radar data; • The accuracy of speed/heading,  track continuity, ADS-B is better than Radar. • The Flight Level/Coverage ,ADS-B and Radar is quite similar; • Overall, ADS-B performance is better than Radar and ADS-B data link can meet the demand of the growing China Air Traffic Management 。

Chengdu - Lhasa  project • Chengdu -Lhasa  project • CAAC approved the project in June 2009; • January 2010,Completed the contract negotiations (Receiver is Thales products); • August 2010 , Completed the equipment installation ; • July 2011, Chengdu - Lhasa route began to implement ADS-B surveillance conditions narrow interval; • Chengdu - Lhasa air route have achieved ADS-B continuous coverage

Chengdu - Lhasa  project • As of February 2012, Chengdu- Lhasa project has played an important role. • Narrowing of the route clearance interval (from 10 minutes to adjust to 7 minutes) • Gradually increase the flow of the airspace • Increase route capacity and flight punctuality • The future, ADS-B technology, on the route, the flight interval will be shortened to 5 minutes, the implementation time will also be all-weather operation, will also use the RVSM level standards –from 600m vertical separation adjusted to 300 m.

LiJiang Airport trial project In order to keep Lijiang Airport normal operation  during the ILS maintenance period,the CAAC Southwest Regional Administration and the Yunnan Airport Group  launched the the Lijiang airport ADS-B trial project. The Ground Receiver installed at Moyanshan VHF station at elevation of 2800 meter。 The project used ADSB-2000Aground receiver,the technology parameter as follows: Sensitivity:  (detectable) sensitivity -93dbm,  99% detection rate sensitivity -87.9dBm. Antenna:  glass fiber reinforced plastics, omni antenna 1.8 meter Channels:  2 channels, working in parallel.

LiJiang Airport trial project • Lijiang Airport 24 hours of the ADS-B data in real time coverage area map  (red line for the ADS-B tracks) • In complex terrain (located on the southern edge ofthe Tibetan Plateau, the mountains from 2000 m to 5000 m canyon Transitional Zone) as far as observation distance of more than 300Km(track appear discontinuous phenomenon is due to surrounding terrain)

LiJiang Airport trial project • February 24, 2011, Lijiang Airport trial project has completed the installation. • In 6 months of continuous observation, most of the time of the Lijiang region,the GPS PDOP value is less than 3. GPS theoretical positioning accuracy is less than 15 meters. But there are still some time, PDOP of value is bigger than 4, the aircraft NUCp value less than in 5  The picture above shows the location of, and NUCp value of Lijiang experiment collected 112 aircraft, including five aircraft continued to send NUCp = 0 position accuracy value, which indicates that about real airspace, 4.5% with the ability of ADS-B aircraft not properly configured its extend squitter

H15 air route project • The Northwest Air Traffic Management Bureau start H15 air route  ADS-B trial project, to test H15 route aircraft ADS-B surveillance .H15 route is a domestic ATS route that link Tibet and Lanzhou,it's no radar area. •  6 ADS-B stations ( Lanzhou, Xining, Golmud, Delingha, Chaka, Budongquan) • The total length of the coverage area of more than 990Km, the highest  station 4200 m abovesea level. • The project use ADSB-2000A Receiver

H15 air route project In order to solve the problem of ground station data processing, the Northwest Air Traffic Control Bureau require to establish ADS-B data processing center  in Lanzhou. • Extend the function of the ADS-B ground stations,and  improve the ADS-B security. • By the ADS-B ground stations precision time tag, substantial increase in the ADS-B data security issues. • The data interface used IP protocol. The output data is shared through two data links -  an E1 link transmission to Xi'an ATC House, another linked to the  Lanzhou display subsystem .

  18. H15 air route project • H15 route trial project results: • Verify the reliability of domestic equipment in the high altitude, in complex terrain areas. • Verify the functionality and efficiency of the domestic ADS-B data processing center 。 • The remote sites are built in the Chinese mobile communication base stations, test the feasibility ofthe use of mobile base stations, and data linkavailability and reliability. • ADS-B airborne equipment installation rate /availability / accuracy of basic data collection in China's western region.

  19. ChaoYang Airport General Aviation ADS-B surveillance trial project The CAAC Northeast Regional Administration launched ChaoYang Airport General Aviation ADS-B surveillance trial project in Oct 2011. The Ground Station  installed in the Phoenix Mountains,Chaoyang. the project using ADSB-2000A receiver.

ChaoYang Airport General Aviation ADS-B surveillance trial project • Chaoyang Airport is shared a transport aviation and general aviation share airport, this project will push forward the construction of airport’s ADS-B system. • General Aviation can also use 1090ES datalink. UAT is not the only option for General Aviation Chaoyang Airport aircraft  ADS-B detected initial position
