NEW PARADIGM AGAIN?? • FY11: NO BUDGET BILLS PASSED • OMNIBUS resulted in “WORKPLAN” developed by HQUSACE based on President’s Budget and projects with prior funding • FY12: APPROPRIATIONS PASSED DEC 23, 2012 • NO EARMARKS but included “Mini Workplan” • + $33M for Wilmington Harbor, Carolina Beach, etc. • Disaster Assistance (Miss R & Hurricane Irene) • + $27M in funding for waterways in NC • FY13: CONTINUING RESOLUTION until MARCH 2013 • Appropriations Bill likely in April or later • Could include “Mini Workplan” – how will it be allocated? • FY 13 Disaster Assistance/Emergency Supplemental?? • MOA funding from state & locals (from last year & new) • Sequestration?????????
