  2. History of Taxation • In fact, the second recession began in the spring of 1937. Policymakers, as usual, were unaware of the unfolding disaster until it was well under way. New Deal officials were actually quite pleased with economic conditions in early 1937, and Franklin Roosevelt was busy taking credit for them. In his 1937 State of the Union address, he went so far as to warn Congress that "your task and mine is not ending with the end of the Depression."1
