  8. Is Tech Prep Accountability Going Away? NO! NO! NO! • Even though the Federal budget de-funded Tech Prep, Tech Prep is alive and well in Ohio! • We are maintaining Tech Prep Indicators of Performance!

  10. Upcoming CTE Changes:Student Graduation Rates (4S1)

Student Graduation Rates (4S1) Changes • CTE aligns with how ODE calculates graduation rates for ESEA. • ODE is changing to ESEA “on-time” graduation rate – Based on “first time 9th grade” cohort. • CTE will make same change to maintain alignment with Ohio’s ESEA calculation method. • CTE change should be no later than FY2013. • NO CHANGE in how data are reported.

FY2012 CTE EMIS Changes • CTE Subject Codes (Appendix C) – MANY changes • CTE Program of Concentrator Codes (FN290) – A few changes • CTE TECHNICAL Assessment Codes– Some changes • ALSO – Teaching Professions Portfolio Score now reported the same as all other CTE Technical Assessments. • CTE INDUSTRY Assessment Codes – Some changes • CTE Follow-Up Record – MANY changes • District CTE Tech Prep Consortium Mapping Record (DC) – DELETED • No more Federal requirement for Tech Prep Consortium accountability, as the Federal budget de-funded Tech Prep. • Tech Prep is alive and well at the State and local level!!!

CTE EMIS Reports and CTE Initiatives • FY2011 – Office of CTE worked with districts on reading and understanding CTE EMIS performance reports. • CTE developed tools to help districts monitor and track CTE performance. • FY2012 – Office of CTE will work with districts on using CSV files (student-level data), Excel format. • Beginning in FY2011 (N) & (D) – CSV files contain student’s CTE Program of Concentration, so can look at student performance for each CTE program.

FY2011 Graduate (G) CTE Indicators of performance “FINAL” in (G): • Academic Attainment: • Reading/Language Arts (1S1). • Mathematics (1S2). • FY2012 Student Graduation Rates (4S1). • Nontraditional Completion (6S2). • Completion of Course Awarding Postsecondary Credit (1STP4; State Quality Indicator 2).

FY2011 Graduate (G) • “PRELIMINARY” indicators of performance in (G) – Will be “final” in (D): • FY2012 Technical Skill Attainment (2S1). • FY2012 Secondary School Completion (3S1). • ALSO DISPLAYED in this report: • Nontraditional Participation (6S1) – This data was “final” in FY2011 Yearend (N).

FY2011 Graduate (G) Important data for CTE Accountability in (G) – Reported by resident districts (not reported by JVSDs or contract CTE districts): • Diploma Data • Used to determine “CTE Concentrators Who Left Secondary Education.” • Used to calculate Graduation Rates (4S1) & Secondary School Completion (3S1). • OGT Data – Summer administration • Used to calculate Academic Attainment (1S1 & 1S2).

  19. FY2012 October (K) • Data used to determine “APPROVED” CTE Courses: • Based on “approved” CTE Programs, per CTE-26. • Data NOT used to determine State CTE Funding: • HB 153 (Ohio Biennium Budget Bill) specifies “flat funding” in FY2012 – Same as in FY2011.

FY2012 October (K) • FY2012 Workforce Development (WFD) CTE-26 Application CHANGE: • NEW: CTE Program approval (2-digit CTE Program Code). • NOT CTE Course approval (6-digit Subject Code). • CTE Course-to-Program Conversion Project • All schools will have approved CTE Programs for aligned CTE courses APPROVED (in EMIS) in FY2011(K). • EXAMPLE: If Carpentry course (171001) approved in FY2011(K), then approved for Carpentry program (D3) in FY2012(K). • FY2012 EMIS (K) – CTE courses qualify for approval if the school is approved for aligned CTE Program via: • NEW FY2012 CTE-26 Application; OR • “Conversion” of CTE Program for course(s) APPROVED in EMIS in FY2011(K).

FY2012 October (K) EXAMPLES of FY2012(K) CTE Course Approvals • APPROVED FY2012 WFD CTE-26 Application – AGRIBUSINESS & PRODUCTION SYSTEMS (A0): • Any of the 24 CTE courses aligned in the FY2012 Crosswalk are approvable courses in FY2012(K). • APPROVEDWFD Converted Program – HORTICULTURE (A5): • Any of the 16 CTE courses aligned in the FY2012 Crosswalk are approvable courses in FY2012(K).

FY2012 October (K) CORRELATING CTE Courses • Career-Technical Education Correlated Class Record (CV): Follow instructions in EMIS Manual (updated in FY2012). • Purpose: To form a CTE Program to indicate the relationship between a CTE anchor class (VN, VC, VT, VP) and a related class (V3): • Associated technical related class for CTE WFD. • Associated technical related class and/or academic class(es) for CBI. • Instructional support time for GRADS.

  25. FY2012 October (K) CORRELATING CTE Courses (con’t.) • CTE cooperative anchor class (VC, VP) –REQUIRED to have a correlated related class (V3). • Related CTE class (V3) – REQUIREDto be correlated with a CTE anchor class.

  26. FY2012 October (K) MAPPING CTE Courses • Mapped Local Classroom Code Record (CM): Follow instructions in EMIS Manual. • Purpose: Combining (merging) students from two or more CTE classes in EMIS to look like a single classto ODE.

FY2012 October (K) MAPPING CTE Courses (con’t.) • Mapped classes must have the same values in the following elements: • Subject Code (CN050) • Employee ID (CN070) • Curriculum (CN310) • Delivery Method (CN320) • Educational Option (CN330) • May map together ONLY the following CTE classes: • Two CTE classes from the same semester (Semester Code ‘1’ OR ‘2’) • First and second semester CTE classes (Semester Codes ‘1’ AND ‘2’) • All-Year CTE cooperative classes (VC, VP) (Semester Code ‘3’)

  28. FY2012 October (K) CTE EMIS Errors • EMIS coding question? Submit EMIS Helpdesk ticket. • Question about a particular student? Consult your district’s CTE CSV file associated with that particular report. • Question about how a CTE Program operates? Contact identified CTE consultant. • Question about appropriate teacher credential for a CTE course?   29. FY2012 October (K) CTE EMIS Overrides Purpose: To APPROVE a CTE class in (K) that is not otherwise approvable due to CTE ‘FATAL’ error(s). If ‘FATAL’ error is not fixable in EMIS, district may request a CTE override: • CTE technical course – Contact identified CTE consultant • CTE academic course – Contact Steve Gratz (steve.gratz@ode.state.oh.us)

FY2012 October (K) CTE EMIS Overrides • (K) is ONLY EMIS reporting period for CTE overrides • No CTE overrides in March (D) or Yearend (N). • (K) CTE override approves a CTE course exactly as reported by district. • CTE (K) override does NOT change district’s reported data. • In Yearend (N) – Report data exactly as reported and overridden in (K), even if reported wrong in (K). • EXAMPLE: If (K) CTE override “approves” a wrong curriculum code, must report the same wrong curriculum code in (N).

FY2012 March (D) – CTE Follow-Up • CTE indicators of performance “FINAL” in (D): • Technical Skill Attainment (2S1). • Secondary School Completion (3S1). • Placement (5S1). • Industry Certificate or License (1STP3; State Quality Indicator 1). • FY2012 survey, instructions, guidance and more are published on ODE Web.

  33. FY2012 March (D) – CTE Follow-Up Report Two (2) EMIS Records: • CTE Workforce Development Follow-Up Record (GV). • Student CTE Industry Assessment Record (GU).

  34. FY2012 March (D) Extract • Students in FY2012 extract should be those identified in the FY2011 Graduate (G) Perform CSV File as “CTE Concentrators Who Left Secondary Education in FY2011.”

  35. State CTE Funding

FY2012 State CTE Funding • HB 153 – Specifies that a school district gets the same amount of State CTE Funding in FY2012 as received in FY2011. • Community schools receive weighted State CTE Funding. • FY2012 State CTE Funding NOT based on “approved” CTE courses in (K). • Fatal CTE errors in March (D) and Yearend (D) do NOT affect State CTE Funding. • State CTE Funding expected to change in FY2013 • May again be based on “approved” CTE courses in (K).

CTE Technical Assessments • A technical assessment taken and reported must align with student’s CTE Program of Concentration. • If assessment available for student’s CTE Program, student should take assessment. • Technical assessments include: • CTE Technical Assessments – Webxam assessments (OSU/CETE) – NO COST to district (effective FY2012). • CTE Industry Assessments – Various vendors and costs.
