  1. SOUTHERN FRINGE DEVELOPMENTS –CONSTRUCTION MANAGEMENT STRATEGY JUNE 2011 Outline /Full Planning Permissions –provisions 1. Strategic Construction Environmental Management Plans/Construction Management Plans (SCMP/CMP) and Detailed Construction Method Statements (DCMS) These have to include information on: Contractors access arrangements for vehicles, plant and personnel including location of construction traffic routes to and from the site; details of their signing, monitoring and enforcement measures. Details of haul routes within the site. Details of parking, turning, leading and unloading areas within the site and contractors compound details. Delivery times for construction purposes.

Dust management and wheel washing measures • Noise and vibration method, monitoring and recording statements. • Details of odour control systems. • Maximum noise mitigation levels for construction equipment, plant and vehicles/maximum vibration levels • Site lighting. • Screening and hoarding details. (this list highlights the key elements but is not comprehensive) .

Coordination/Liaison/Complaints • Importantly they also have to include: • Liaison, consultation and publicity arrangements, including dedicated points of contact. • Complaints procedure, including complaints response procedures. • Membership of the Considerate Contractors Scheme. The DCMS also has to include: consideration of sensitive receptors and prior notice and agreement procedures for works outside agreed limits.

Other relevant conditions: • Hours of operation (Trumpington Meadows outline only) : • No development or construction activity shall take place before 7.30am on weekdays and 8.00am on Saturdays nor after 6pm on weekdays and 1pm on Saturdays nor at any other time on Sundays or Bank Holidays, unless otherwise agreed in writing by the Local Planning Authority. • Demolition, Construction Noise and Vibration Impact report (Clay Farm)

Status of the key individual Southern Fringe developments  • Trumpington Meadows outline • CMP –condition 30 –required to be submitted prior to commencement of development (approved 30 March 2011) • Hours of operation –condition 34 • Clay Farm outline • SCMP –condition 58 –to be submitted prior to commencement of development (approved for spine road only 23/11/2010. Main document still under consideration by City Council). • DCMS – condition 59 - to be submitted prior to commencement of any reserved matters. • Demolition, Construction Noise etc Impact Report – condition 60 -to be submitted prior to commencement of any reserved matters. • Glebe Farm full permission • SCMP –condition 35 –as above (approved 18/02/2011) • DCMS –condition 36 – to be submitted prior to commencement of development of any phase (Phases 1-7 approved 18/02/2011). • Amended documents expected shortly.
