Goal and Objective • To highlight the difference between spam and scam mails - Pests confronting ISPs • show that the Nation and ISPs are under siege • To give an insight into how ISPs fight the two pests. • Assist in formulating policies to check the scourge of scam mails (c) Sunday A.   3. The Pests • Unsolicited Commercial Email (UCE) UCE is spam most of the time, coming from the Internet to ISP’s customers • Nigerian Scam Mail (NSM) NSM (419) is scam all of the time, originating from ISP’s customers to the Internet (c) Sunday A. Folayan, ISPAN 2002

  9. How ISPs fight spam • Customers are educated to avoid sites that request for mandatory registration in exchange for free services. These sites only harvest addresses, to re-sell to spammers • ISPs filter the addresses (IP and domains) of well-known spammers • ISPs install mail scanners, that can identify well know spams and filter them before delivery to clients mailboxes (c) Sunday A. Nigerian ISPs are being hit worldwide for scam mails! • Very many ISPs have suffered unnecessary downtimes, because their upstream disconnected them for reported Nigerian Scam Mails (NSM). • IP addresses allocated to Nigerian ISPs are sometimes blacklisted on some websites (c) Sunday A.   11. How ISPs fight scam • Scammers like to be anonymous. ISPs request for registration details • Dialup Accounts must have a contact phone line • Telephone numbers are dialed to confirm they are serviceable and functional before accounts are setup • Fraudulent Accounts (Dial-up or Wireless) are disconnected immediately • SMTP borne mails are scanned and sometimes filtered, based on ISPs Acceptable use policy • ISPs share information • ISPs report to the police (c) Sunday A.   12. Recommendation • This is crime! Law enforcement agents need Training!! • Review the legislation to enhance speedy trial • Stiff penalties for those caught • A uniform national ID scheme is desirable • Need to Create more jobs for Nigerians (c) Sunday A. Folayan, ISPAN 2002
